Beverly Water District (Owner) is requesting Bids for the construction of the New WellNo. 3 - 2025 project. This Project includes the following work: Construction of a potable water well to a total depth of 420 feet below ground surface and shall consist of 130 feet of grouted conductor casing, approximately 330 feet of 12-inch diameter grouted casing, 90 feet of 12-inch diameter open hole (all approximate lengths), and other miscellaneous work. The Project has an expected duration of 145 days. Question Deadline Mar 07, 2025 This Project is being funded in part through the Washington StateDrinking Water State Revolving Fund (DWSRF) program with federal funds from the U.S. Environmental Protection Agency. The Successful Bidder and all associated subcontractors must meet DWSRF requirements or provisions and be licensed toconduct business in Washington State. All Work will be subject to federal and state requirements relating to the use of federalfunds, including Davis Bacon Wage Rates, Washington State Prevailing Wage Rates for Public Works Projects, Equal Employment Opportunity, Washington State Contracting Laws, etc. All Work performed on this Project will be subject to thehigher of federal or state wage rates. Prospective Bidders are urged to register with the designated website as aplan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in eitherelectronic or paper format. The designated website will be updated periodically with addenda and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. The Owner is an equal opportunity employer. To be considered responsible and the Bid responsive, Bidders must submit specific documentation requested in the Instructions to Bidders on the Bidders capacity, experience, and ability to successfully complete the Work to the Owner with the submission of the Bid, or separately to the Engineer on or before 1:00 p.m. localtime, March 13, 2025. The Owner may reject any bid not in compliance with all prescribed requirements and may reject forgood cause any and all bids upon finding that it is in the public interest to do so. A pre-bid conference will not be held for the Project. Instructions to Bidders For all further requirements regarding bid submittal, qualifications,procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Domestic Preference This project is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, 70901-70953. Absent an approved waiver, all iron, steel,manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budgets Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022. SUMMARY OF WORK The Work for this Contract includes the construction of a potable water well to a total depth of 420 feet below ground surface and shall consist of 130 feet of grouted conductor casing, approximately 330 feet of 12-inch diameter grouted casing, 90 feet of 12-inch diameter open hole (all approximate lengths), together with all other miscellaneous Work required to complete the Project as shown on the Drawings and Figures and specified herein. B. SPECIAL PROJECT REQUIREMENTS 1. The well shall be located on the southern edge of the Owner’s parcel containing its booster pump station and reservoir tank. At this location, a portion of the existing chain link fence will need to be removed and replaced with temporary fencing around the construction zone to protect the equipment from the public and restrict access to the Owner’s site by the public. a. The length and location of the fencing to be removed and the required temporary fencing will be agreed upon by the Contractor and the Engineer at the Pre-construction Conference. b. Temporary fencing will need to remain in place after the Project is complete to facilitate the future installation of the well pump and piping. 2. Due to the presence of unconsolidated materials in the upper portion of the proposed borehole, the conductor casing shall be installed and grouted in place to maintain an open borehole for subsequent drilling. 3. The well drilling site does not have the area for on-site storage and disposal of drilling fluids and water produced from drilling. Temporary water storage structures designed to minimize turbidity shall be provided prior to the discharge of drilling water and fluids to the Owner’s reservoir overflow piping. Erosion and sedimentation control measures shall be implemented at the reservoir overflow piping outfall (the Owner’s identified water disposal area for pump tests) prior to any discharge to the system.
