Amtrak may elect not to respond to all inquiries received but will attempt to respond to as many as possible by March 7, 2025. Amtrak may amend this RFI as necessary. Develop the integration plan as part of the Construction Package C contractual solution, unifying operational security, safety, and reliability across the program while reducing and harmonizing cross-contract interfaces. 2. Ensure the application of the systems engineering process. 3. Develop the necessary systems breakdown structure and architecture to describe the system/subsystems involved and support the system engineering and system assurance processes. 4. Develop and maintain an Interface Register to manage the systems interfaces throughout the delivery lifecycle of the selected detailed delegated/vendor design, rail systems procurement, integrated factory acceptance/factory acceptance testing (IFAT/FAT), subsequent systems construction and test and commissioning phases. 5. Ensure the requirements management throughout the delivery lifecycle and confirm that the compliance evidence is captured from vendors and suppliers are managed through Requirements Verification Traceability Matrix (RVTM) utilizing systems assurance software tools. 6. Evaluate and manage interfaces between Package A, Package B, Package C, Force Account, and third parties are identified, resolved, verified, and validated to satisfy program operational functionality. 7. Ensure that systems assurance evidence is provided by vendors/suppliers and is compliant with the assigned safety & security and Reliability, Availability and Maintainability (RAM) requirements utilizing systems assurance software tools. 8. Support progressive technical assurance across the rail systems portfolio ensuring that operations and maintenance manuals are prepared in a timely manner to meet the program schedule for handover to operations for trial operations and subsequent revenue service. 9. Support the quality assurance process, risks management and mitigation plans, warranty management, control software configuration management, and the integrated schedule over the program timeline. 10. Fully prepare a well planned and executed training transition and final handover to operation and maintenance of all operating procedures, including those that will be new and potentially novel to the receiving asset managers within Amtrak. 11. Develop and manage the integration of the rail systems functionality through the procurement timeline, addressing both the hardware and software integration into each functional system from the factory acceptance testing (FAT)/integrated factory acceptance testing (IFAT) stages through to the localized and integrated field test and commissioning stages. 12. Develop, manage and confirm that the testing and commissioning plans and procedures cover all verification & validation scope, including: a. contractual requirements, b. technical and functional interfaces, c. derived requirements for RAMS, d. safety, security, signaling, and communications, e. development of the testing and commissioning verification and validation results reports, and f. manage non-compliance issues into compliance. 13. Act as coordination lead for the cross-contract testing and commissioning logistics planning, and implementation of local testing, integrated testing and dynamic test train moves for the rail systems testing portfolio through to an approved status and handover to Amtrak for trial operations and subsequent revenue service. 14. Manage and confirm that the progressive systems assurance evidence is provided by vendors/suppliers and are compliant with the assigned safety, security, and RAM requirements. 15. Implement and maintain a configuration management procedure that allows for an up-todate record of all systems configuration items, ensuring that any changes and progress made are documented and approved. 16. Manage the systems change management process ensuring that all modifications to the system are evaluated, approved, and communicated appropriately to minimize risks and ensure operational continuity. 17. Maintain the systems engineering process, documents and data updated in the safety assurance software tools to ensure the interrelation between those processes and the data from all parties involved in the Program.
