Questions Due Date: Question Deadline 03/13/2025 at 5:00 PM ET Online Portal All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing This project includes the reconstruction of Key Avenue from West Liberty Avenue to Glenmore Avenue, including, but not limited to, the full depth removal of existing brick, concrete, bituminous paving and subbase and replacement with aggregate paving and subbase; removal and replacement of concrete curb; bituminous milling and overlay; placement of underdrain; driveway aprons; inlet removal and replacement; installation of ADA curb ramps; ADA ramp removal and replacement with concrete curb and sidewalk; concrete sidewalk; line striping; traffic control; resident notification; existing utility protection, support, and adjustment; existing site feature protection; and site restoration, complete in place. Add Alternate No. 1 - Lima Alley Reconstruction This project includes the reconstruction of Lima Alley from Mississippi Avenue to Tennessee Avenue, including, but not limited to, the full depth removal of existing brick, concrete, bituminous paving and subbase and replacement with aggregate paving and subbase; installation of ADA curb ramps; bituminous wedge curb; concrete removal and replacement with asphalt; traffic control; resident notification; existing utility protection, support, and adjustment; existing site feature protection; and site restoration, complete in place. Add Alternate No. 2 - Parkside Avenue Resurfacing This project includes the resurfacing of Parkside Avenue from Waltham Avenue to Municipal Line, including, but not limited to, 1.5" bituminous milling and overlay; driveway aprons; removal and replacement of existing concrete sidewalk and curbs; inlet removal and replacement; traffic control; resident notification; existing utility protection, support, and adjustment; existing site feature protection; and site restoration, complete in place. Add Alternate No. 3 - Peermont Avenue Resurfacing This project includes the resurfacing of Peermont Avenue from West Liberty Avenue to Gaylord Avenue, including, but not limited to, 1.5" bituminous milling and overlay; removal and replacement of existing concrete sidewalk, curbs, and ADA ramps; traffic control; resident notification; existing utility protection, support, and adjustment; line striping; existing site feature protection; and site restoration, complete in place. Add Alternate No. 4 - Peermont Avenue Resurfacing This project includes the resurfacing of Peermont Avenue from Beacon Hill Avenue through intersection with Waltham Avenue, including, but not limited to, 1.5" and 3.5" bituminous milling and overlay; removal and replacement of existing ADA ramps; inlet grate replacement with bicycle safe vane grates; traffic control; resident notification; existing utility protection, support, and adjustment; line striping; existing site feature protection; and site restoration, complete in place. Add Alternate No. 5 - Potomac Avenue Maintenance This project includes the maintenance of existing pervious pavers on Potomac Avenue from West Liberty Avenue to Voelkel Avenue, including street sweeping before and after replenishment of permeable joint aggregate material flush to paver lip, per the Contract Drawings, complete in place. Pennsylvania Prevailing Wage Rates are required to be paid on these Contracts. All Bidders must be PennDOT pre-qualified as a prime contractor in the work classification codes of E, F, F1, F2, and F3. All submitted Bids must have the Contractor's Valid Pre-qualification Certificate uploaded as an attachment to the bid or it will be rejected. Bids must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Borough of Dormont, Allegheny County, Pennsylvania in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract. The Borough retains the right to award Contracts to the lowest responsive, qualified, and responsible Bidder based on consideration of quality of previous work; record of completing projects on time; history of payments to subcontractors and suppliers; maintenance of a permanent place of business; adequacy of equipment and plant to do the work; technical experience; a solid financial base to guarantee contract completion and all other factors deemed relative by the Borough. However, Bidders are advised that the Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible, responsive and qualified Bidder a contract for all or any portions of the work listed in the Proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed. Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder. In addition, Bidders are advised that the Borough reserves the right to reject any or all Proposals, or any part thereof, for any reason; and reserves the right to waive any informality therein.
