As of December 16, 2025, design team identified. The City of Rio Rancho, Department of Financial Services, will receive sealed proposals for the referenced project. This Request for Proposal(RFP) is issued by the City of Rio Rancho to solicit competitive proposals to provide recommendations, with a Phase A/B report and Preliminary Design, for future improvements to Rainbow Boulevard and their associated costs to aid the City in seeking future funding sources for final design, right-of-way mapping and acquisition, construction of the corridor, and appropriate guidance for future development in the area. The Consultant will pro-pose phased construction as needed based on potential available future funding. All qualified offerors will receive consideration without regard to race, color, religion, sex, gen-der, gender identity, sexual orientation, national origin, ancestry, age, or disability. The City of Rio Rancho encourages Disadvantaged Business Enter-prises (DBEs), small/minority businesses, women-owned businesses, and labor surplus area firms to participate in this solicitation. The method of Contractor Selection has not been Determined at this time.
