Questions Due Date: Mar 12th 2025, 5:00 PM EDT PHA is inviting price competitive Proposals from Construction Managers (Proposer) retained under Solicitation No. P-005360 with demonstrated experience in Construction Management Services including the oversight of design, permits, and construction. Proposers are sought to submit responses to this Request for Proposal (RFP) pursuant to the terms and conditions of the Proposers' current base "Construction Management Services" (CM) contract with PHA for construction management services associated with the demolition and construction of new mixed use residential development. The property is bounded by Market and Ludlow Streets along S. 40th Street, which will be subdivided from the larger 3900 Market Street site. The project proposes a one-for-one replacement of the existing units proposed for demolition at the University City Townhomes. In all, seventy (70) units are planned in 1-bedroom (30 Units), 2-bedroom (30 Units), and 3-bedroom (10 Units) configurations, with fourteen (14) units per floor on levels three (3) through seven (7). There will be twenty (20) accessible units spread throughout the building (28.6%). The eighteen (18) handicapped accessible units will meet all the design criteria set forth in the Design Architect's Certification of Selection Criteria. Three (3) of the dwelling units will be provided to be accessible by persons with a hearing and/or vision impairment. One (1) unit is to be accessible to both handicapped and sensory impaired. The balance of the units will be adaptable. All the units will be Visitable. There will be 10% of all unit-types for residents at 20% AMI and 90% of all unit-types for residents at 50% AMI. The units will be designed to meet all PHFA Minimum Development Standards for minimum room sizes and dimensions, minimum closet sizes, natural light and ventilation, as well as sound transmission. There will be a non-mandatory pre-proposal meeting held via webex TBD.
