Site work and paving for a mixed-use development in Jefferson, Wisconsin. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The project consists of all work associated with the development of the trail which includes excavation, grading, culverts, base aggregate, asphaltic surface, concrete sidewalk, signing & marking, railing, landscaping, erosion control, and all incidental items necessary to complete the work as shown on the plans and included in the proposal and contract. This is a federally-funded construction project with a discretionary DBE goal. Notice of Requirement for Affirmative Action to ensure equal employment opportunity (Executive Order # 11246) is incorporated within this contract. The prime contractor will perform a minimum of 30% of the original contract amount with the Contractor's own organization as per Section 108.1.2 of the current edition of the WisDOT Standard Specifications for Highway and Structure Construction. In accordance with Section 66.29 (7) of the Wisconsin Statutes, bidders must submit a sworn statement of non-collusion with the bid documents. Federal Wage ratees are included within this contract. All bidders must file a "Pre-Qualification and Proof of Responsibility Form" with the Jefferson County Parks Department on or before 3:00 p.m. on March 21, 2025. A certified check or bid bond payable without condition to Jefferson County in an amount not less than five percent (5%) of the bid shall be submitted with each bid as a guarantee that if the bid is accepted a proper contract and bond will be executed and filed within ten (10) days after the acceptance of bid. If such bidder fails to execute and file such contract and bond, the amount of the check or bid bond shall be forfeited as liquidated damages. A performance and payment bond in the amount of 100 percent of the total bid price, a Certificate of Insurance, together with an executed contract will be required of the successful bidder. Jefferson County reserves the right to reject any or all bids received, or to accept any bid which may be most advantageous to, and in the best interest of Jefferson County.
