The Brunswick-Glynn Joint Water and Sewer Commission (JWSC) requests contractors to submit bids for furnishing all skill, labor, materials (unless noted otherwise), tools, equipment and incidentals required to construct complete, in place, and ready to operate eight (8) Cummins permanent generator installations of various sizes at six (6) separate locations in Glynn County and the City of Brunswick, Georgia, The generators and automatic transfer switches have been procured by the owner. The installation of the three (3) generators at the Academy Creek WPCF will be the first three requested for installation by the contractor. Five of the generators (All WPF Sites) will require relocation to the final site. More specifically, the work includes, but is not limited to: Installation of owner provided generators and transfer switches, installation of concrete pads for generator placement, installation of conduit and conductor necessary for each site, relocation of existing onsite generators to designated locations, coordination with Georgia Power, building improvements as necessary to facilitate generator and transfer switch installation, coordination with SCADA termination, start-up assistance, and final site restoration. Each site currently has an existing generator in place. Maintaining station operation during replacement by the JWSC and the electrical Contractor is critical. Therefore, a detailed sequence of work is required. The sequence of work will address the down time that can be accommodated or the need for the Contractor to provide temporary power (generator) to keep the station in operation. Any verbal statements regarding the same by any person prior to the award shall be considered not authoritative and not binding. The deadline for questions is 5:00 p.m. EST on Friday, March 21, 2025. All bids must be made on the bid form included with the Contract Documents for the proposed work. No bidder may withdraw their bid for a period of ninety (90) days after the date set for the opening thereof. All bids shall remain valid for that period of time. The Contractor is to complete all work within 270 calendar days of receiving a signed notice to proceed. Specifically, the contract time shall commence upon Notice To Proceed and fully complete the Work within 240 calendar days to Substantial Completion and 30 calendar days from Substantial Completion to Final Completion and in accordance with the terms as stated in the contract agreement. The contractor further agrees to pay Owner, as liquidated damages, $1,000 per day for each calendar day beyond the Contract Time Limit for Final Completion or extension thereof that Work remain incomplete, in accordance with the contract agreement. The JWSC requires that the selected firm be available for weekly progress meetings (either onsite at JWSC or via teleconference) with all noted deliverables by the end of the subsequent 30-day period. A bid guarantee in an amount not less than five percent (5%) of the amount bid must accompany each bid. Acceptable forms of bid guarantees are a bid bond, certified check or cashier's check made payable to the Brunswick-Glynn County Joint Water and Sewer Commission. Performance and Payment bonds, each in an amount equal to one hundred percent (100%) of the contract amount will be required of the successful Contractor, to whom the contract for the work is awarded, to be provided at the time of executing said contract. The format for this is included in the sample contract documents. The JWSC reserves the right to accept or reject any and all bids, alternate bids, or unit prices and/or waive any irregularities in any bid received.
