Site work and paving for a mixed-use development in Woodside, California. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
Under this Request for Proposals ("RFP"), the Town of Woodside ("Town") Public Works Department is soliciting Proposals from suitably qualified companies ("Consultants") to develop plans, specifications, and engineering cost estimates for Woodside Road Bicycle & Pedestrian Improvement Project ("Services"). The Consultant will perform the Services according to the Scope of Services which are attached as EXHIBIT A to this RFP. The Town requires a well-managed and financially sound individual or firm with demonstrated skills and technical ability and high levels of customer service and satisfaction to perform the Services and fulfill the requirements outlined in this RFP. The Town of Woodside is seeking a consultant firm that can provide engineering design services for the Town's Woodside Road Bicycle & Pedestrian Improvement Project. Project Limits are Kings Mountain Road to Churchill Avenue. This project is to provide a safe route for bicyclists and pedestrians that attend Woodside Highschool as well as Woodside Elementary. Improvements include installation of Class 2 bike lane, protective bollards, pedestrian path, improvements to the existing crosswalks (if required), new crosswalk at the corner of Woodside Road and Mountain Home Road, bicycle and pedestrian signage and striping, drainage improvements (if required). The project is within Caltrans' right of way and will require coordination, including obtaining all needed permits from Caltrans. The total length for this segment is approximately 2.4 miles, and the improvements are planned for the south side of HWY 84. The Town has been awarded $800,000 for the construction phase of the project in Community Project Funding through the efforts of Congresswoman Anna Eshoo. The grant requires the Town to receive authorization from Caltrans to advertise the construction contract by September 30, 2025. The Town has installed a multi-use path on Woodside Road from Woodside Elementary School to Roberts Market (Mountain Home Road). The project also installed three solar mounted rapid flashing beacon lighted crosswalks. Caltrans also recently completed a paving, striping and signage project on Woodside Road from Hwy 280 to Hwy 101. The improvements from Hwy 280 to Churchill Avenue will need to be reviewed to provide options for the installation of pedestrian facilities. Proposals shall include at a minimum a description of the consultant's understanding of and approach to completing this design (including gaining required Caltrans approvals), strategy to meet the strict delivery milestone, a list with resumes of the staff proposed to work on the study, and a list of similar projects completed for public agencies, especially Caltrans. The consultant shall also provide a cost proposal including the hours and rates for each staff person, a total not to exceed fee amount, and a current rate sheet. Additional details are included in the main body of the RFP. The Town must receive the Proposal on or before. A Proposal received after this date and time will be considered non-responsive and the Town will return the Proposal, unopened. A Proposal must be submitted on the attached Proposal Form package. Oral, telephonic, facsimile, or electronically transmitted (email) Proposals are invalid, and the Town will not accept or consider them. If necessary, the Town will make clarifications, interpretations, corrections, or changes to the RFP, or the proposed Contract, or both, in writing by issuing Addenda. Town's Reservation of Rights This RFP and the proposal evaluation process do not: Obligate the Town to accept or select any Proposal; Constitute an agreement by the Town that it will actually enter into any contract with any Proposer. When it best serves the Town's interests, the Town may do any one or more of the following: Reject any Proposal or all at its sole discretion. Extend the deadline for accepting Proposals. Accelerate the pace of the RFP process if only one or a handful of Proposals is received. Waive any or all information, defects, irregularities, or informalities in a Proposal. Accept amendments to Proposals after the Proposal Deadline. Amend, revise, or change the RFP's evaluation or selection criteria. Cancel, withdraw, amend, revise, change, or negotiate the terms of this RFP, the proposed Contract, or both. Reissue a Request for Proposals. Conduct one or more oral interviews. Visit a Proposer's facilities or business. Examine financial records of a Proposer to the extent necessary to ensure financial stability. Make a partial award. Negotiate with one or more Proposers. Award contracts to one or more Proposers. Require a best and final offer from one or more Proposers. Provide or perform the Services using a Town officer or employee, or contract directly- without an RFP or bids- for the Services. The method of Contractor Selection has not been Determined at this time.
