Cobblestone Park II 69 kilovolt Transmission Line and Distribution Substation SUMMARY: The Rural Utilities Service (RUS) has made a Finding of No Significant Impact (FONSI) with respect to a request for possible financing assistance to Central Electric Power Cooperative, Inc. (CEPCI), for the construction of the Cobblestone Park II 69 kilovolt (kV) transmission line and distribution substation project in Richland County, South Carolina. Questions and comments should be emailed to RUS at: RUSPublicComments@usda.gov The proposed project consists of the construction of a new 1.8 mile long 69 kV transmission line and distribution substation to support the new Scouts Motor manufacturing facility, a 2,581-acre complex that is being developed by South Carolina Department of Commerce and Richland County. CEPCI's project area is in the northern portion of Richland County and is approximately 0.75-mile southwest of the Town of Blythewood. The new 3.20-acre distribution substation is being constructed by Fairfield Cooperative (FEC) to supply electrical energy to a new industrial facility and accommodate the area's growing residential and commercial development. The U.S. Army Corps of Engineers, Charleston District, prepared an Environmental Assessment (EA) for the 2,581-acre complex that encompasses CEPCI's Cobblestone Park II project. RUS is adopting the EA.
