Site work and paving for a transportation facility in Omaha, Nebraska. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.
This project consists of improving the existing asphalt parking lot at Omaha, NE (OMA) Station to remove end-of-life asphalt, restore curbs, and add parking spaces through realignment of Pavement markings. This project is aligned with the Company Strategic Blueprint to Delight Customers and Drive Transformation by improving the safety of others, enhance the customer experience, and maximum parking spaces to promote growth in ridership. Scope Summary The scope of work for this project consists of: I. General Scope Requirements, Site Assessment, Preparation A. Contractor shall make evaluation of existing conditions. B. Contractor shall quantify all major and minor curb deficiencies for all phases during the pre-bid job walk. C. Contractor shall perform a closeout walkthrough with Amtrak Project Manager in person. D. Contractor shall provide Amtrak proper instruction on operation, product information inclusive of warranties, and all other necessary information pertaining to maintenance and care. E. Contractor shall haul away and dispose of all removed materials appropriately off-site. F. Contractor shall participate in recurrent project update calls, time and duration at Amtrak duration, after Notice-to-Proceed is issued by Procurement. G. Contractor shall verify lot dimensions and scope of work during a scheduled in-person pre-bid job walk at Omaha Station. H. Contractor shall be responsible for obtaining all necessary information to generate proposal that meets scope, maintains compliance, and conforms with applicable local, state, federal, and industry rules and regulations. At a minimum, new lot improvements shall comply and meet NDOT requirements, DOTAS requirements, and applicable rules, regulations. Contractor shall be licensed to perform work in the State of Nebraska, as applicable. Contractor shall obtain permits as necessary and include these costs into the cost proposal. J. Contractor shall schedule, manage, and perform all locate work. Contractor shall be responsible to complete locate work prior to the start of any physical work. K. Contractor shall be responsible to source a local tow company and relocate vehicles during the work period. Contractor shall assume the cost of relocation as part of their cost proposal. Assume up to fifteen (15) vehicles for the cost of relocation. Vehicles shall be documented by both the tow company and contractor with photo or video before and after tow relocation. Vehicles shall be relocated outside of the work area but proximate to the station. Upon completion of the physical work, any vehicle relocated shall be placed back into the new gravel parking lot by tow company. All documented vehicles shall be shared with Amtrak through an Amtrak sharepoint folder or by a construction management software that Amtrak personnel may access. Amtrak shall issue customer notifications beginning up to two (2) weeks prior to the start of physical work to minimize the number of vehicles on site. Vehicles relocated in excess of the projected fifteen (15) tows shall be assessed after-the-fact, or on-site Amtrak personnel may reconcile the cost directly with tow company, as decided on the field during construction. L. Contractor shall take necessary precautions to guard workers from pests and insects while on the job site. M. The work site, approximately 34,000 square feet, shall be worked in multiple phases. Due to the operative nature of Amtrak services, the parking lot and access to it shall remain open for customers and employees during construction. Proper barricades, signage, barriers, and other safety-related materials shall be erected prior to the start of physical work by the Contractor. N. Phase I work shall begin with the west concrete lot area as referenced in the image below. Subsequent phases may be determined by the Contractor as part of the construction schedule and project logistics documentation. All vehicles in the existing lot after Phase I completion shall be relocated to the completed Phase I area. Contractor shall make recommendation to optimize Phase I as deemed necessary to reduce access outages and shall be reviewed/approved by Amtrak prior to commencement of Phase I work. Amtrak is accepting Letters of Interest for Construction Services in support OMA Omaha NE Parking Lot Improvements. Responses are to include qualification information requested/stated below and be limited to ten (10) one-sided typed pages. Amtrak, at its sole discretion and without discussion, will determine which Contractors are to be added to its short list for the forthcoming Invitation to Bid. Phase I - Scope of Work A. Contractor shall erect barriers/barricades to protect non-construction people from entering the site during the entirety of phase schedule. B. Contractor shall make final determination of Phase I boundaries as part of their phasing and logistics submittals. All concrete work in the bus bay area shall be addressed in this work. C. The bus bay pavement markings shall be removed from the existing concrete. Concrete shall be cleaned and prepped to receive new pavement markings. D. All concrete spalls and deteriorated joints shall be corrected with concrete patch by cleaning the deficient areas with brush to a clean, hard surface. Should the deficient areas require sawcut and doweled in concrete, contractor shall identify those deficient areas as part of their proposal. E. Apply a concrete sealant to all concrete surfaces in Phase I area excluding sidewalks and pedestrian areas. F. Using extraordinary caution to avoid vehicle traffic traversing over embedded bus wheel stops, contractor shall lay out and apply new pavement markings to (1) accommodate up to ten (10) new parking spaces, and (2) provide a "No Parking" zone along the west side of the station building. Reference images below for concept and visualization. Existing pole signs (circled in red in concept image below) shall be maintained and signs shall be covered with a durable plate or covering. The yellow hashed markings east of the garage shall be replaced with new markings to indicate a "Do Not Block" zone as this is the access point for all service vehicle traffic. G. Asphalt areas near the yellow garage, dumpsters, and container trailer shall be resurfaced. Temporarily relocate dumpsters and trailer to address properly. Return dumpsters and trailers to original locations once asphalt and concrete work is complete. II. Phase II - West and South Asphalt A. After completing Phase I work, Contractor shall erect barriers to prevent vehicle trafficto access the campus from 9thStreet. Detour signage shall be visible to drivers stating to use entrance one block east. Under no circumstance shall the contractor obstruct orhinder vehicle access to the gated lot on the west side of 9thStreet. Reference imagebelow indicates an approximate boundary for asphalt work off 9th Street (red lineinimage). Contractor shall verify city limits first before installing barriers. The spalled asphalt as patched in the image below shall reference the general starting point of Phase II work. In any of the phased work, at least one point of vehicle access/egressshall be maintained, i.e. 9thStreet or East Entry. B. Milling - Contractor shall perform all milling work at their discretion in a single mobilization of equipment or as phased. All mill work can take place under a single phase. However, any transitions from asphalt to concrete, and as individually specified in scope, shall be temporarily supplemented to accommodate vehicle traffic as normal as possible. This includes the use of temporary ramp / wedges / plates. Contractor shall declare their preference in their site logistics plan. C. Private driveway - Demolish existing asphalt transition ramp and replace with new ramp. Edges of the new ramp shall gradually rise up to the curb level, flush. Edges shall begin at street surface level no less the three (3) feet from the outer edges of private driveway. New ramp transition shall be compacted as best as possible to ensure asphalt does not sag or lower excessively after installation. New ramp shall provide a shallower degree of incline compared to existing by using a larger area on street surface. Reference image below illustrates the extended ramp area. Apply new pavement markings to visually depict a no parking area. Contractor shall apply NDOT compliant or industry compliant markings to denote a no parking zone.
