Renovation of a clubhouse / community center in Trenton, New Jersey. Completed plans call for the renovation of a 11,000-square-foot, two-story above grade clubhouse / community center.

Reading Senior center Improvements, 15 Ring old Street, Trenton, NJ 08618 This contract is being funded in whole or in part by the Community Development Block Grant Program(CDBG), provided by the U.S. Department of Housing and Urban Development (HUD) and administered by the City of Trenton's Department of Housing and Economic Development. All federal CDBG requirements will apply. Federal and state labor compliance apply. Section 3 Apply. This project is also jointly being funded with an American Rescue Plan Act (ARPA)allocation. As such, the attached ARPA Terms & Conditions are applicable. All ARPA funds must be expended before December 31, 2026. Project Narrative Following a period of dormancy caused by a break-in and vandalism during the final stages of a previous renovation, the city plans to complete and expand the work begun on this 11,000-square-foot building. Approximately 4,000 square feet had been under active renovation when copper piping, wiring, and other components were removed or damaged, disrupting progress. Now, one contractor will be engaged to both repair vandalized elements and finish the partially completed renovations, as well as perform additional improvements in the remaining 7,000 square feet. Because much of the original construction was left incomplete, close coordination will be required to integrate new work with existing, partially installed systems. Key elements of the scope include renovating the two-story portion of the building for office and community use; installing a limited-use-limited-access (LULA) elevator for ADA compliance; updating restrooms, kitchenettes, and a prep kitchen; replacing flooring, walls, and ceiling finishes; and upgrading or replacing mechanical, electrical, and plumbing systems as needed. Work in the remaining 7,000-square-foot portion includes a cosmetic refresh of interior finishes, plus new LED fixtures and wall-mounted electrical devices, replacement of mechanical ceiling diffusers, and renovation of restrooms and multi-use community spaces. This overall project will be bid to a single contractor but is divided into two distinct parts for clarity of scope and cost tracking. Contractors must submit separate bids and payment breakdowns for each part as described below. Part 1 Part 1 addresses the 4,000-square-foot portion of the building that was under renovation when vandalism occurred. Work includes repairing or replacing damaged copper piping, electrical lines, and mechanical equipment, then completing the interior renovations, including: Installation of a new limited-use-limited-access (LULA)elevator for ADA compliance Upgrades to restrooms, kitchenette, and warming/prep kitchen New floor, wall, and ceiling finishes Necessary mechanical, electrical, and plumbing repairs and upgrades Part 2 Part 2 focuses on the remaining 7,000square feet of the building, not included in Part 1. The scope involves cosmetic refresh and modernization of interior finishes and select systems, including: Replacement of floor, wall, and ceiling finishes New LED light fixtures and updated wall-mounted electrical devices (lighting controls remain) Replacement of mechanical ceiling diffusers Renovations to community multi-use spaces, restrooms, entry lobby, and welcome desk Upgrades to existing restroom plumbing fixtures Existing major building systems remain in place; work primarily entails replacing worn or outdated components to achieve a cohesive, modern interior. Bidding & Payment Though both parts constitute a single project contract, bidders must provide itemized costs in their schedule of values, clearly breaking out Part 1 and Part 2 work. Payment applications should similarly be separated to ensure clear accounting and facilitate the City's budgeting process. Failure to do so shall result in the rejection of your submission. Proposers are required to comply with the requirements of P.L. 1975, c127(N.J.A.C.17:27 et seq).
