The project includes (but is not limited to) the following: 1. mobilization, site preparation, demolition, asphalt paving, pavement striping, concrete curb & gutter, and storm utility drainage. Harper College reserves the right to reject any or all bids or parts thereof, to waive any irregularities or informalities in bidding procedures and to award the contract in a manner best serving the interest of the College. Bidder must comply with the Illinois Statutory requirements regarding labor, including Equal Employment Opportunity Laws. Contractors shall pay not less than the prevailing rates of wages to all laborers, workmen and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12). The successful bidder will enter into a Contract with the Owner in the form of an Agreement as provided in the Project Manual. Bidders shall comply with the Business Enterprise Program: Participation and Utilization Plan developed by Harper College. There is a 9 percent aspirational goal on the contract. No bid may be withdrawn for a period of ninety (90) days after submission without the consent of the Board of Trustees.
