The Seal of the City of Alexandria may not be used on any materials in response to this Invitation/Request without written permission from the Purchasing Agent, or unless the requirements of this Invitation/Request specifically call for the Seal to be incorporated in the response. Solicitation : 2005011, 1159 Any records the vendor believes to be exempt from disclosure must be specifically identified by the vendor on the submitted documents. The vendor may designate documents as trade secrets or proprietary information exempt from disclosure when submitting documents; however, designating the entire submission, prices, or any portion of the submission that does not contain trade secrets or proprietary information is prohibited by Virginia law. The vendor agrees to indemnify and hold harmless the City for loss, cost or expense resulting in whole or in part from any such identification or any denial of inspection based thereon. This solicitation/Contract is to furnish and deliver all materials, Labor, and equipment necessary to perform the scope of work as defined in Section C of this solicitation for work in the City in accordance with the solicitation/Contract specifications as defined herein. The City's Transportation Division routinely updates signal timing plans to respond to changing traffic conditions. One method for obtaining real-time data is the use of the City's Closed-Circuit Television System (CCTV). Incorporating this technology with the Traffic Control System (TCS) aids the City in updating the signal timing plans. The project involves the following: 1. Installing communications conduit and fiber optic cable along Eisenhower Avenue between Van Dorn Street and Clermont Avenue 2. Installing traffic cameras (CCTV) along Eisenhower Avenue between Van Dorn Street and Clermont Avenue; 3. The connection of the proposed cameras and traffic signals on west Eisenhower to the City's Transportation Management Center (TMC). These projects are funded by the Virginia Department of Transportation's (VDOT) Smart Scale (HB2) program and, therefore, must comply with all applicable federal and state laws and requirements, including any Title VI Disadvantaged Business Enterprise (DBE) requirements as identified by VDOT. The Contractor must achieve Substantial Completion within three hundred and sixty-five (365) Calendar Days after receiving the Notice-to-Proceed including the manufacturing and delivery of all project components. All testing and acceptance by the City must be achieved prior to substantial completion. Quantities listed below are Projected estimates and do not constitute a guarantee to purchase. Quantities may increase or decrease as Project dictates. Any increase in quantities shall require a written change order signed by the Contracting Officer. The unit costs shall include all fully burdened costs associated with the stated item as indicated in the Contract documents, to include all labor, material, equipment, and any associated fees. Work specified in the Contract will be measured by the COTR in accordance with Virginia Department of Transportation (VDOT), Road and Bridge Specifications, 2020. Payment for the work item shall be per the unit price shown in the cost table below. The City reserves the right to modify any timeframe or deadline in the ITB by issuing a written amendment. Summary of Work The City of Alexandria has a multi-phase ITS deployment plan which is documented in its ITS Master Plan to invest in and upgrade its existing transportation management facilities. The goal of this effort is to construct an urban transportation management system that will improve mobility in Alexandria through sound engineering, design, and technology implementation. This document describes the requirements of the Eisenhower Avenue Broadband Link and Closed Circuit Television (CCTV) Expansion element of this deployment. The purpose of the Eisenhower Avenue Broadband Link and CCTV Expansion is to expand the existing City fiber optic network to cover Eisenhower Avenue between Van Dorn Street and Clermont Avenue, to provide reliable communications to the traffic signal controllers along the corridor, and to add new traffic surveillance CCTV cameras to the existing CCTV system. The new cameras will be integrated into the City's existing Bosch Video Management System (BVMS). The proposed cameras will be compatible with existing cameras which are fully digital and IP addressable using standardized video compression (H.264) and standard control/status interfaces complying with the Open Network Video Interface Forum (ONVIF) and the National Transportation Communications for Intelligent Transportation System Protocol (NTCIP). The following are the primary aspects of the proposed work. o Installation of a 96-ct single-mode fiber-optic (SMFO) cable as trunk fiber. Two conduits will be installed. One conduit will house the proposed cable and the other will be a spare. The proposed cable and conduit will run along Eisenhower Avenue between Van Dorn Street and Clermont Avenue. o Addition of up to five (5) CCTV cameras to the video surveillance system. New cameras may be installed at the following intersections/locations: o Eisenhower Avenue and Van Dorn Street/Farrington Avenue o Eisenhower Avenue and Metro Road o Eisenhower Avenue and Metro Station/UPS Eisenhower Avenue and Fire Station 210 (5525 Eisenhower Ave) o Eisenhower Avenue and Clermont Avenue/Eisenhower Ave Connector o Link the existing traffic signal controllers to the fiber-optic network. The City is committed to installing CCTV cameras at the Metro Road and Clermont Avenue/Eisenhower Avenue Connector locations at this time. The three other locations are optional and are at the discretion of the City subject to budgetary funding. However, communications will be established at all identified intersections of this project. One additional location is included on the plans. At the Victory Center location (5001Eisenhower Ave), the communications infrastructure will be established, and the traffic signal controller will be connected to the network. However, a new camera will not be installed as part of this project. The Contractor will be required to perform the following major tasks under this contract, as shown in the Plans (the list that follows in not all-inclusive). o Furnish and install underground conduit/duct, junction boxes, and splice enclosures; o Furnish and install new fiber optic cable; o Furnish and install fiber Ethernet Edge Switches; o Furnish and install CCTV camera assemblies; o Fully integrate all new components, into fully functioning Ethernet-based, active fiber-optic communications networks; o Fully integrate all new CCTV cameras into existing fully functioning video monitoring system; o Link existing traffic signal cabinets to the fiber optic communication cable system
