ATTN: PLEASE NOTE THAT THE DUE DATE FOR SF-330S HAS BEEN EXTENDED TO 5/2/2025 AT 4:30PM EST. NO FURTHER RFIS WILL BE ACCEPTED Q1: Page 4 of the Presolicitation Notice provides instructions for submitting hard copies, but page 9 says to submit only one SF-330. Could the VA please confirm that hard copies of the SF330 are required to be submitted VA Answer: Hard copies of the SF-330 are required IAW hard copy instructions on page 4. Q2: If hard copies are required, please confirm how many. The second paragraph of Page 4 states to send two copies while the fifth paragraph (in bold) says three hard copies. VA Answer: Provide 3 copies. Q3: If both hard copies and an electronic copy are required, please confirm that both have the same due date and time of April 18th at 4:30 PM EST. VA Answer: Yes, hard copies are required. Please note the extended due date of 5/2/2025 at 4:30pm EST Q4: Factor 1, page 5, instructs to submit no more than 10 most recent projects completed. What will the VA consider to be recent VA Answer: Any project completed in the last 5 years where construction is completed. Q5: Factor 1, page 5, instructs to provide estimates, bid prices, and final construction cost (to include change orders) for each project. We are often not provided the final construction costs for VA projects. Will the VA consider removing the requirement to provide final construction cost VA Answer: The VA will not remove final construction cost from evaluation factor 1. Q6: We have highly relevant projects that are design complete but which have not yet been issued for construction. For Factor 1 Example Projects in Section F, will the VA accept projects that are design complete but not yet issued for construction A VA Answer: Contractors shall provide up to 5 projects demonstrating experience in construction period services. Q7: Please confirm that CPARS / PPQs are not required to be included in our submission. VA Answer: Offerors are encouraged to list awards, letters of recommendation, outstanding merits, evaluations, or letters from past clients that demonstrate quality in design, superior project management, customer service, or professional performance. CPARS and PPQs are not required. Q8: Does the VA have any specific key disciplines they want resumes for in Section E for Factor 2 VA Answer: The VA is not requesting resumes from key disciplines. Contractors shall submit resumes for disciplines that highlight their respective strengths and or specialties. Q9: Does the VA have a maximum number of resumes they want to see in Section E for Factor 2 VA Answer: 20 resumes maximum. Q10: Factor 4, page 7, states that design approach statements will be evaluated based on demonstration of a clear understanding of the instant project. Could you please clarify what is meant by the instant project VA Answer: The reference project the contractor is highlighting their experience on. Q11: What is the cut-off date and time for questions VA Answer: No further RFIs will be accepted beyond 3/27/2025. Q12: Can the VA please identify the certification the planner is required to have per page 6, Factor 2 VA Answer: Certification or License from anyone whose discipline requires a professional certification of licenses shall be provided. Q13: Due to the detailed response requirements for all 6 evaluation factors in Section H, including tables for medical facility contracts and documentation of construction period services, we respectfully request consideration of a page limit increase to adequately address all required elements.A VA answer: Page allowance for section H shall be increased to 20 pages. Q15: Item 12 of the submission instructions on page 1 states that fold-outs are not allowed. Would the VA Philadelphia team consider an exception for the Organizational Chart Given the size of the team required to cover all services outlined in the Statement of Work, it may be challenging to present the chart effectively on a standard page. VA Answer: No Q16:. Please consider this an official request that this solicitation be set-aside for Competitive 8(a) businesses. If the solicitation is set aside, our plan is to submit a formal response. VA Answer: No, this procurement is set aside for service-disabled veteran owned small businesses (SDVOSB) Q17: Under Factor 1: Specialized Experience & Past Performance, we are reaching out to our past clients for letters of recommendation as it states, The VA encourages offerors to list awards, letters of recommendation, outstanding merits, evaluations, or letters from past clients that demonstrate quality in design, superior project management, customer service, or professional performance. It has come to my attention that contracting has a template for these types of letters. Would we be able to acquire such aA letter that I can forward to our clients VA Answer: There is no specific template required. The Method of Contractor Selection has not been determined at this Time.
