In general, the work consists of, but is not limited to, perform necessary engineering, design, installation, and testing of a 60kW DC solar and 150kWh battery system for POM B617 and B634. SCOPE OF WORK The work to be done consists of furnishing all labor, materials, methods and processes, implements, tools, equipment, incidentals and machinery except as otherwise specified, which are necessary and required to complete the contract in a satisfactory and workmanlike manner. The intent of the plans and specifications is to prescribe the details for the construction and completion of the work which the Contractor undertakes to perform in accordance with the terms of the contract. Where the plans or specifications describe portions of the work in general terms, but not in complete detail, it is understood that only the best general practice is to prevail and that only materials and workmanship of the best quality are to be used. Question Submission Deadline: April 2, 2025, 5:00pm. Question Response Deadline: April 4, 2025, 5:00pm. Engineers Estimate $945,000. BID BOND An original certified check or cashier's check payable to the order of the City of Monterey, or a satisfactory bid bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the bid amount shall be uploaded with each bid, as a guarantee that the bidder, if its bid is accepted, will promptly execute the Agreement. The bid bond must be notarized, include the embossed surety seal, and include a Power of Attorney if the signee is not an officer of the surety. BID VALIDITY No Bidder may withdraw their bid for a period of ninety (90) days from the Bid Opening Date, which time shall be used by the City for reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the contract. Any bid withdrawal before the expiration of such time period shall result in the forfeiture of Bidder's Bid Bond. In the event of a bid mistake resulting from a clerical error made by the Bidder, withdrawal of such bid without forfeiture of the Bid Bond may only be allowed if the criteria set forth in California Public Contracts Code Sec. 5103 are met and the procedures set forth therein are followed; any such approval by City of bidders request to withdraw bid shall be at the sole discretion of the City. BASIS OF AWARD Award of contract, if any be made, shall be made to the Contractor with the lowest responsive responsible bid based on the Base Bid (Items 1 through 6). The City reserves the right to award, in addition to the base bid, any, all or none of the additive alternate bid schedules. BID REJECTION The City reserves the right to reject any or all bids as the best interests of the City may dictate and, to the extent permitted by law, waive any irregularity in any bid. If there is any reason for believing that collusion exists among the bidders, the City may reject any or all bids.
