Description: The City of Dubuque Transportation Services Transit Division, hereinafter referred to as the Transit Division, is soliciting competitive sealed proposals from qualified and experienced vendors, including Disadvantaged Business Enterprises (DBEs) and nonDBE women and minority-owned vendors, to provide services for the design phase, removal and disposal, and construction administration and inspections towards the replacement of the following four bus shelters within the city limits of Dubuque, Iowa: o Bus Stop #1008 - Locust & 6th St. o Bus Stop #1018 - Main & 15th St. o Bus Stop #1048 - 1800 Elm St. o Bus Stop #2052 - Jackson and 24th St. The Transit Division proposes the following improvements for the above-mentioned shelters: o Solar-powered lighting system to illuminate space under bus shelter roof. o Wall space to display route information. o Route information cannot block the view of traffic. o Trash receptacle to keep the area free of litter. Pre-bid Meeting: N/A Contact Person: Transportation Services Analyst Joey Lueck 950 Elm St. Dubuque, IA 52001 563-589-4228 jlueck@cityofdubuque.org BACKGROUND INFORMATION The Transit Division operates the Jule Bus system and offers mass transit services and paratransit "MiniBus" services within the city limits of Dubuque, Iowa on weekdays and Saturdays. The Transit Division currently has an inventory of fourteen bus shelters and intends to replace four of their shelters that have served their purpose and require replacement. PROJECT SCOPE OF SERVICES The Scope of Work for the Project to be performed by the vendor will include the following: 1. General: a. Work closely with the Transit Division staff to ensure that all information is available for the completion of the Project. b. Collect Transit Division staff provided bus shelter site information. c. Provide replacement bus shelters with the following dimensions: 57" (width) x 110" (length) x 91" (height). d. Design replacement bus shelter and amenities to be compliant with: i. Americans with Disabilities Act (ADA) requirements. ii. Uniform Federal Accessibility Standards. iii. All Federal, State, County, Local, and other government laws, regulations, ordinance, and codes. 2. Design Phase Services: a. Review the provided bus shelter site information. b. Provide bus shelter designs that meet the above-mentioned dimensions and engineered to the following baseline standards: i. Structure and components shall meet or exceed the 20-year useful life expectancy. ii. Support structure shall be capable of being secured to a four to sixinch concrete pad and not require poured footings. iii. Structures shall be certified to meet or exceed minimum snow and wind load requirements as stated in the latest International Building Code (IBC) for the Midwest region. iv. Shelter frame and roof shall be made of a corrosion-resistant metal with a protective coating applied to the exterior. v. Shelter side panels shall conform to the following: i. Allow visibility of approaching bus and surroundings. ii. Scratch resistant. iii. Shatterproof. iv. Easily cleaned. v. Readily available in the event they need to be replaced. vi. Mounted no more than three-to-six-inches off the ground. vi. Shelter seating shall be bench seats with a seat height of seventeen to nineteen inches. vii. Shelter design shall include a trash receptacle that compliments the overall shelter design with the following considerations: i. Receptacle shall meet or exceed the 20-year useful life expectancy and allow visibility of the disposable plastic bag inside. ii. Receptacle shall be capable of being secured to the shelter or a four to six-inch concrete pad and not require poured footings. iii. Receptacle opening shall be at least ten inches wide. iv. Receptacle opening shall not be more than forty inches above the ground and have a capacity of forty to forty-five gallons. v. Receptacle shall allow disposable plastic bag to be easily removed with a minimum of moving parts. viii. Shelter design shall include a lockable and sealed display case to allow the posting of route information and conform to the same standards as the side panels. ix. Shelter design shall allow the addition of a solar-powered lighting system to illuminate space under bus shelter roof. i. Solar panels shall be vandal resistant, serial numbered, and secured with security hardware. ii. Solar-powered lighting system is intended to only illuminate space under bus shelter roof. iii. Solar-powered lighting system shall be capable of providing seven days of dusk to dawn operation regardless of surrounding light levels. iv. Lighting system must be capable of providing five footcandles of illumination at bench height. v. Lighting system shall be Underwriters Laboratories (UL) listed or have an equivalent Occupational Safety and Health administration's (OSHA's) Nationally Recognized Testing Laboratory (NRTL) registered certification mark. Using individually certified components is not acceptable. vi. Battery bank located inside a National Electrical Manufacturers Association (NEMA) rated, tamper-proof enclosure yet still accessible for service. vii. Battery bank must be capable of providing three to five years trouble free charging and discharging, warrantied for a threeyear non-pro-rated period, and able to function in enclosed shelter with Midwest temperatures and humidity levels. 3. Removal and Disposal Services: a. All transportation, delivery, installation, and disposal arrangements shall be the responsibility of the vendor. b. The vendor shall be responsible for the removal of crating and packing materials from City premises. Crating and packing materials shall be properly and legally disposed of. c. Removal of old bus shelters must be removed and disposed of in an environmentally safe manner. 4. Construction Basic Services: a. When the Project is ready for construction the vendor shall: i. To ensure there is no conflict with the master timeline, the vendor shall coordinate the delivery date, delivery location, and installation schedule with the Transit Division and the bus shelter vendor. ii. The vendor shall be solely responsible for correcting any damage to City premises resulting from the delivery and installation process. iii. The vendor shall acquire all applicable street and City permits. DELIVERABLES The vendor shall provide the following deliverables as a part of the Design Phase Services of the Project: 1. Progress Reports and Invoices a. Submit bi-weekly progress reports that summarize for the respective period: activities conducted and completed; deliverables submitted; overall project percent completion; outstanding and new data or information requests; status of schedule; and anticipated schedule delays. 2. Draft Plans a. Submit an electronic copy of the Draft Plans to City staff for review during an on-site meeting scheduled after submission. b. Present the draft findings and recommendations for approval by City staff. 3. Final Plans and Specifications a. Submit final plans, special installation requirements, and specifications. b. Submit two bound hard copies and an electronic copy of the final plans and specifications to City staff for record.
