The City of Carson ("City") is seeking proposals from qualified firms to conduct a feasibility analysis for revitalizing large sections of a privately-owned series of walls along Avalon Boulevard. The Avalon corridor provides access to key destinations such as Dignity Health Sports Park, the Velo Sports Center, and California State University Dominguez Hills, and the South Bay Pavilion. The first three locations will be venues for Olympic events in the 2028 Los Angeles Olympics. The City aims to enhance the corridor's appearance to create a more inviting environment for visitors and improve the experience for daily users who walk or bike long this route. The analysis is expected to include an engineering assessment, design options, stakeholder engagement, and financing strategies to evaluate the feasibility of the Avalon Boulevard Wall Improvement Project. The study area includes the immediate area along the wall on the east side of Avalon Boulevard, extending from Turmont Street in the south to E. University Drive in the north. These walls are privately owned by 52 property owners and are generally at the rear of their property, with their property lines extending down to the public right-of-way/sidewalk. The homes of the property owners are all located on Dunbrook Avenue, with the elevation of the homes (and the footings of the walls) several feet above the grade for Avalon. The walls also appear to be in a variety of alignments laterally, given that the western edge of each yard varies from property to property. In solving the problem of the blighted walls in this major corridor, Carson is looking for a dramatic solution that goes beyond solving repairing crumbling walls and replacing dead landscaping to creating an exciting visual identity for the corridor through the use of bold design, durable and attractive materials, landscaping, lighting, and graphics.
