**As of June 4, 2025, the project was awarded to WSP but the awarded amount is not available.** The City of Ridgefield is seeking qualifications from highly qualified firms to provide professional services related to the environmental stage of the planned S 35th Avenue/Gee Creek Plateau Extension project. This project is intended to provide a new connection from the Gee Creek Plateau to Pioneer Street to replace the only existing connection, Bertsinger Road, which is functionally obsolete. All project or contract language specific questions, requests for substitutions or changes, or requests for clarification must be submitted via the City's e-Procurement Portal, located at online by 4:00 p.m. on Wednesday, March 19, 2025. Proposers will have the option of submitting their packets online via the City's e-Procurement Portal hosted by online Procurement, by hand delivery, or United States Postal Service. If choosing to submit online, electronic submittals must be received by the City through the City's e-Procurement Portal located at online Scope of Work The City of Ridgefield is seeking qualifications from highly qualified firms for services related to the planned S 35 th Avenue/Gee Creek Plateau Extension project. This project is intended to provide a new connection from the Gee Creek Plateau to Pioneer Street to replace the only existing connection, Bertsinger Road, which is functionally obsolete. There are two planned phases of this work under this procurement: In 2025, the City will conduct an Environmental Impact Study (assumed to be a State Environmental Policy Act or SEPA and National Environmental Policy Act or NEPA environmental impact statement or EIS) for two "build" alternatives, which were selected by City Council in late 2024 to move into the environmental review stage. This stage will culminate with the City Council selecting a preferred alternative to move forward with preliminary design, permits and construction. In 2026, the City will move into the preliminary design, permits and right-of-way acquisition phase of the project. This phase will also develop a funding and financing strategy for the project for completion by the year 2030. As federal and state grants are assumed to be pursued to complete the project, the environmental impact study process is to be conducted under rules and policies of both the National Environmental Policy Act (NEPA) and Washington State Environmental Policy Act (SEPA). The consultant will lead a task to determine the specific environmental documentation and clearance process. At this time, the City assumes that will be an Environmental Impact Study due to potential impacts to sensitive lands including wetlands and buffers, potentially unstable and steep slopes, and a broad public interest (and past controversy) surrounding the project. This procurement includes the environmental study phase and the preliminary engineering and permitting phase. A separate, future procurement will include final design and construction drawings as well as post-design construction support. Anticipated project work scope components include: Project management and coordination, including support with City staff regular updates to Ridgefield City Council Broad community engagement process including a wide range of stakeholders and potentially directly affected residents Environmental study (consultant will complete environmental classification report to determine if it is an Environmental Impact Statement or other document) Technical studies including: Detailed geotechnical study Transportation analysis study Noise analysis Critical areas analysis Other technical studies and reports Preliminary engineering and right-of-way plans Permits. The selected consultant will be requested to complete a detailed scope and fee estimate as part of negotiations.
