THIS IS A PRESOLICITATION NOTICE ONLY: No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The purpose of this synopsis is to notify potential Service-Disabled VeteranOwned Small Businesses (SDVOSBs) in accordance with the requirement of Public Law 109-461 of this requirement. The Southeast Louisiana Veterans Healthcare System (SLVHCS) (New Orleans, LA has a requirement for the CON Wall Repair, located at SLVHCS 2400 Canal Street, New Orleans. The contractor shall provide all labor, materials, tools, equipment, expertise, administration, supervision, transportation, and anything else necessary to perform all work described in project Scope of Work, Drawings, and Specifications. The applicable North American Industrial Classification System (NAICS) primary code is 238190 (Other Foundation, Structure, and Building Exterior Contractors). The Construction Cost Range for this project (Magnitude of Construction) is less than $25,000. Interested offerors are asked to please read over the RFP and all its associated attachments/documents in their entirety prior to forwarding any questions/Requests for information (RFI's) to the Contracting Officer. A cut-off time/date for receipt of questions will be established and listed in the RFP as well as a time/date for the schedule Site Visit will be conducted and no requests for additional Site Visits or makeup Site Visits will be granted. Anticipated contract will be awarded using FAR 15.101-1 Trade Offs. This project will require a Bid Bond. A Site Visit is planned and the information to support this site visit will be provided with actual solicitation. In accordance with VAAR 819.7003 Eligibility, at the time of submission of a proposal, the offeror must represent to the Contracting Officer that is a SDVOSB concern, that is a small business concern under the NAICS Code assigned to the acquisition, and that is certified for eligibility in the SBA certification database on the U.S. Small Business Administration Website at https://veterans.certify.sba.gov/ (see 13 CFR 128). SDVOSB concerns must also be registered in the System for Award Management (SAM) database. Information on certification processed can be found at https://veterans.certify.sba.gov/ . Joint Ventures must be registered in SAM as their own entity and one of the managing partners of the joint venture must be registered and verified as an SDVOSB in SBA certification database. As a reminder, in accordance with VAAR 852.219-75, offerors shall complete the clause certification and submit with RFPs. Failure to provide this certification will deem the contractor ineligible for evaluation and award.
