Reference Number 0000409065 Bid Intent Not Available The Loma Alta Slough Wetlands Enhancement Project is a city-owned restoration initiative in South Oceanside, which will expand existing wetlands, implement functional channelization, restore native planting, and construct new nature trails. This restoration project spans seven vacant City-owned lots totaling approximately 5.8 acres. The Base Bid Project consists of restoration of the West Marsh (Area A on the Plans), East Marsh (Area D on the Plans), and installation of a new trail berm and boardwalk (Area B) on the plans. The general components of the Base Bid Project (Schedule A) include, but are not limited to: Mobilization and demobilization, including developing construction Operations and Safety Plans; establishing, maintaining, and removing staging areas and temporary construction facilities and controls, and demobilization and final site clean-up. Location of Work: The Slough is a small coastal estuarine wetland located at the mouth of Loma Alta Creek (Creek) next to Buccaneer Beach Park. The Slough is located in the City of Oceanside in north San Diego County, California. The 5.8-acre Project Site extends between S. Coast Highway and Pacific Street, and is divided into three subareas by the railroad bridge and the creek in addition to the creek itself: o Existing northwest marsh area (along La Salina Wastewater Treatment Plant [WWTP], owned by the City, and west of the railroad bridge in the North County Transit District [NCTD] right-of-way) (1.7 acres) o Northeast area (owned by the City, except for the former Buel Property, which would be acquired by the City prior to the start of the Project, and the Parent Family Trust Property, which would be acquired by the City prior to Phase 2 of the Project.
