Site work for a water / sewer project in Defuniak Springs, Florida. Conceptual plans call for site work for a water / sewer project.

The City of DeFuniak Springs is seeking statements of qualifications from firms to provide engineering design, permitting, and construction phase professional services for the installation of approximately 29,000-linear feet of 24-inch ductile iron (DI) force main (FM) to replace the existing 18-inch polyvinyl chloride (PVC) FM that serves as the effluent disposal line leaving the Wastewater Treatment Facility (WWTF). Treated wastewater flows leaving the WWTF are pumped through the existing 18-inch FM north along State Road 83 and discharge at the City's sprayfield site located on Cat Island Road. The existing WWTF effluent FM is shown in Figure 1. The proposed 24-inch DI effluent FM will serve to replace the existing aging 18-inch PVC FM as the primary effluent disposal line from the WWTF to the sprayfield site. The existing 18-inch PVC line will remain in place for potential alternative use. The Design Firm will work closely with the City Utility Department and WWTP Operator to evaluate the existing FM alignment, identify any areas of concern and determine an appropriate alignment of the proposed FM. Grant Funding The project may be all or partly reimbursed by state and/or federal grant funds. It is imperative that Respondents understand and demonstrate competency in conformance with the guidelines of applicable funding programs. Performance Standards The project shall be designed and constructed in accordance with the following standards: o City of DeFuniak Springs Standards and Specifications o FDEP Rule 62-604 Wastewater Collection and Transmission Systems o FDEP Rule 62-346 Environmental Resource Permitting in Northwest Florida o USACOE Section 404 of the Clean Water Act o FDOT Utility Accommodation Manual (Latest Edition) o FDOT Standards & Specification for Road and Bridge Construction (Latest Edition) o Manual on Uniform Traffic Control Devices (MUTCD) (Latest Edition) o CI/ASCE 38-02 Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data Surveying Survey work must be current (performed within the past 90 days), comply with all pertinent Florida Statutes and applicable rules in the Florida Administrative Code, and be accomplished in accordance with the FDOT Location Survey Manual, Topic Nos. 550-030-000 through 550-030 12 (760-000/760-012). This work must comply with the Minimum Technical Standards for Land Surveyors, Florida Administrative Code, pursuant to Section 472.027, F.S. and any special instructions from the City. This survey also must comply with the Department of Environmental Protection Rule, Chapter 18-5, F.A.C. pursuant to Chapter 177, Florida Statutes, and the Department of Environmental Protection State Jurisdiction Boundary Surveys where applicable. Geotechnical Services The Design Firm is responsible for identifying and performing any geotechnical investigation, analysis, and design dictated by the project needs. Geotechnical work and findings shall be documented in a report, and a signed and sealed copy provided to the City Project Manager by the 60% design submission. To be considered, Firm/Team must submit one (1) original on thumb drive along with one (1) hard copy of Statement of Qualifications in a sealed envelope or package, clearly marked with the Firm/Team's name and address, and the words "RFQ NO: 2025-03-PW ENGINEERING, DESIGN, PERMITTING, AND CONSTRUCTION PHASE SERVICES FOR WASTEWATER EFFLUENT FORCEMAIN REPLACEMENT PROJECT" addressed to: Rafael Ali, City Clerk 1350 Baldwin Ave DeFuniak Springs, FL 32435 850-892-8500.
