The City of San Jose, Environmental Services Department (City), is seeking a firm to provide consulting services to review current data and to provide recommendations for updating sewage characteristics used to allocate costs and set rates for users that discharge to the San Jose-Santa Clara Regional Wastewater Facility (RWF). The project will consist of two phases, plus additional work as required. During Phase I, the consultant will work with City staff to conduct a comprehensive review of the City's Annual Revenue Program. The City's Annual Revenue Program accounts for the RWF's entire service area which includes other agencies that discharge to the facility. The Consultant will identify any inconsistencies between the reporting methodologies of the agencies using the revenue program for the RWF, analyze the potential significance of any such inconsistencies in methods used to classify residential and commercial/industrial users and to estimate their discharges, provide clarification on a variety of dwelling types, analyze the impacts of the use of recycled water for indoor uses, and make preliminary recommendations regarding desirable improvements and the work necessary to complete during the next phase of the project. The consultant is expected to review and verify assumptions through field sampling or other methods.
