Demolition, site work and addition to a municipal facility in Yuma, Arizona. Conceptual plans call for the addition of a municipal facility; for the demolition of a municipal facility; and for site work for a municipal facility.
The Yuma Municipal Court was built in the 90s and consists of two trial courtrooms and office space. The design was built around an office staff of 10 -15 and courtrooms capable of the caseload of that era. Today, the Court has 30 staff members inclusive of Judges and adjudicates a significantly larger volume of cases, causing a backlog without an additional courtroom. Due to the natural progression of caseload increases over the last 25+ years, the Court has been reduced to having to use a single jury room for two trial courts, which was converted by eliminating the employee breakroom. The employee bathroom consists of two bathrooms, each with single occupancy for 30 employees. In recent years, the Court has made small modifications to create more employee work space to continue operating, but no longer has any further space available to expand within the existing structure. A third hearing courtroom, an updated jury room/reception area, proper bathroom, breakroom, additional office space, and storage for files is desperately needed. The court must increase the space to meet the volume of caseload, have the courtroom space to operate, and accommodate the necessary personnel to process the additional caseload. The City Prosecutor is currently sharing the old "APS" building off site from the court. That building is 50 years old and is very difficult and expensive to expand, which is becoming necessary due to the increase in case volume. The City Prosecutor is currently working out of a converted closet due to lack of space and has no on-site security which restricts their ability to meet with defendants outside of the courtroom. The location of the Prosecutors Office being offsite is simply not conducive to court activity. Having the Prosecutor on the same site with clearly separated areas would allow for better communication, availability during hearings, and creates a safer working environment with security being on-site. The proposed expansion to the Municipal Court building is designed to create the necessary space needed for both the Court and the City Prosecutor's Office. This expansion will accommodate all of the necessary work and personnel space in one building expansion project. Having this as a combined project is not only the most practical and efficient for operations, but is also the most cost effective. As of March 11, 2025, this project is included in the city's 2025-2029 Capital Improvement Program (CIP) *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
