The City of Mansfield, Texas, requests competitive sealed bids for the purchase of Granular Activated Carbon Filter Media and Silica Sand to be delivered and installed as described in city specifications. A contract will be awarded to the bidder who provides the best value to the City of Mansfield based on the factors and criteria outlined in this Invitation to Bid. The awarded contract will provide for the delivery, placement, and disposal of Granular Activated Carbon Filter Media and Silica Sand for two gravity filters at the City of Mansfield's Bud Ervin Water Treatment Plant, as detailed in the attached specifications. In addition to the requirements outlined in the specifications, the City will consider the following criteria in determining which bidder provides the best value to the City: 1. The purchase price; 2. The delivery schedule for the goods required and the timeline required to provide the services required by the contract; 3. The reputation of the bidder and the bidder's goods and services; 4. The quality of the bidder's goods and services; 5. The extent to which the goods and services meet the City's needs; 6. The bidder's past relationship with the City; 7. The impact on the ability of the City to comply with laws and rules relating to contracting with historically underutilized businesses and non-profit organizations employing persons with disabilities; 8. The ability of the bidder to comply with the terms, conditions, and specifications set forth herein and whether any requested exceptions are acceptable to the City; 9. The total long-term cost to the City for the goods and services being supplied. The City Council of Mansfield reserves the sole right to accept or reject any bid for any reason determined to be in the best interest of the citizens of Mansfield, Texas. In determining whether to award a bid, the City Council may consider any Exception to Specifications submitted by a bidder.
