Recommendation of Selection to Board of Commissioners - May 15, 2025 Each firm that submits a proposal is responsible to carefully review and comply with the following and/or the attached Terms, Conditions and Instructions, and by submitting a proposal agrees to do so. This will save both you and the Agency time in communication along with allowing documentation of all inquiries and responses within one area for all vendors to view. The Housing Authority of the City of Columbia, SC (Columbia Housing or CH) is requesting proposals for HVAC, Electrical, and Plumbing maintenance and repair services as identified in the attached Scope of Services. Columbia Housing will select multiple firms to provide these services for a period of not more than five (5) years. The purpose of this solicitation is to provide Columbia Housing with qualified, licensed companies that specialize in heating and air, electrical, and plumbing services. The Housing Authority of the City of Columbia, SC was created under the 1937 Housing Act for the purpose of providing decent, safe, and sanitary housing to the low and moderate-income residents of the City of Columbia. Today, Columbia Housing is the largest housing authority in the State of South Carolina serving nearly 6,500 low-income households and over 16,000 individuals throughout the City of Columbia, Cayce, and Richland County. The successful proposers will provide all Labor, supervision, equipment, parts, and supplies for HVAC, Electrical, and Plumbing maintenance, repair, and/or installation services at various CH locations. A license from the Municipal Association of South Carolina Trades Certification is required as well as copies of any licenses acquired for respondents who possess a SC Residential Builders License or a SC General Contractor License. DELIVERY OF SERVICES: Perform routine preventative maintenance inspections twice a year - April and October; First week in April for air conditioning and first week in October for heating. Filter changes will be included in this service. Perform two additional filter changes in the months between the preventative maintenance inspections listed above. CH expects the Proposer to give priority service to any call for HVAC maintenance services and/or repairs. Response time must be stated in the response. Services will be performed in a variety of locations including administrative offices, hi-rises, and single-family homes. Respondents shall submit a Certificate of Insurance confirming at a minimum, insurance in effect for (1) Commercial general liability with a single limit for bodily injury and property damage of not less than $100,000 per occurrence; (3) Automobile liability on owned and non-owned motor vehicles in the amount of not less than $500,000 per occurrence; (4) Errors & Omissions Insurance ("COLUMBIA HOUSING MINIMUM COVERAGE LIMITS" enclosed). A Respondent's failure to provide proof of Errors & Omissions insurance shall result in automatic disqualification. A contract shall be awarded in accordance with the terms and conditions of this RFP to a pool of Respondents whose proposal is most advantageous to CH considering price, technical, and other factors as specified in this RFP. CH reserves the right to negotiate and award any element of this RFP, to reject any or all proposals, or to waive any minor irregularities or technicalities in proposals received in the best interest of CH. The initial term of this contract shall be for three (3) years commencing on the date of execution. The contract may be renewed for up to two (2) additional 1-year options. No cost increase shall be allowed during the agreement unless it is stated as such in the respondents' proposal.
