Site work and paving for a mixed-use development in Gainesville, Georgia. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
Hall County, Georgia Board of Commissioners is soliciting proposals from road paving companies to improve an existing unpaved roadway, Whitehall Road, by grading and paving approximately 1,600+/- linear feet continuing northeasterly ending at the existing cul-de-sac on Whitehall Road. This project includes the addition of granite header curb and gutter, storm sewer, sidewalks with handrails, retaining walls, and pavement striping. The County seeks to award one (1) contractor for the Services. Question Deadline 03/27/2025 Address all questions and communications solely to Andrew Youngblood, Purchasing Supervisor at andrew.youngblood@hallcounty.org for clarification to any part of this RFQ/P requirements. Site Prep and Demolition Remove and dispose of existing storm pipes, culverts, etc. Remove all signs within project right-of-way and give to Hall County for reuse. DO NOT dispose of any signs. At locations where new pavement is to be placed adjacent to existing pavement without an overlay or where curbing is to be placed across a paved area, a joint shall be sawed on a line established by the engineer to ensure pavement removal to a neat line. The awarded contractor shall be responsible for the proper disposal of discarded pavement. Retaining Walls Refer to the plans and specifications from CPL for specific locations. Concrete shall be 3,000 PSI @ 28 days. Slump = 4 inches W/C Ratio = 0.40 Total Air Content = 5-1/2 (+/- 1-1/2%) Maximum size of aggregate = 3/8" Reinforcing steel: ASTM A615, Grade 60 Prior to construction of retaining walls, the awarded contractor shall clear and grub the backfill zone, removing topsoil, brush, sod, or other organic or deleterious materials. Provide vertical control joints every 20 feet maximum, and vertical construction joints every 100 feet maximum. All exposed concrete corners shall be chamfered _". Provide shop drawings for reinforcing including all necessary accessories to hold reinforcing securely in place. All reinforcing steel shall be detailed, fabricated and placed in accordance with ACI Manual of Standard Practice for Detailing Concrete Structures (ACI 315). All hooks shall be standard hooks. All reinforcement shall be continuous, and no splices shall be permitted except as detailed or authorized by the engineer of record. When permitted, splices shall be Class B Tension Lap Splices, U.N. Utilities The awarded contractor shall adhere to the Call Before You Dig Law by calling the underground protection center before beginning construction. The awarded contractor shall be responsible for all underground utilities and shall coordinate work with utility companies. All known utility facilities are shown schematically on roadway plans and are not necessarily accurate in location as to plan or elevation. Utility facilities such as service lines or unknown facilities not shown on roadway plans will not relieve the contractor of responsibility under this requirement, except as noted in the plans. Traffic Control All traffic control shall be in accordance with Manual on Uniform Traffic Control Devices (MUTCD), current edition, and Georgia Department of Transportation (GDOT) standards. A traffic control plan must be approved by the County Engineer prior to the beginning of work. All standard highway signs shall be fabricated and erected in accordance with the details shown in the plans, the MUTCD, current edition, and the Georgia Specifications, supplemental specifications, and/or special provisions. All traffic control devices, signs, striping, and flaggers shall be furnished by the Contractor. Environmental The awarded contractor shall strictly adhere to dust control regulations. All areas subjected to dust formation must be periodically watered, sufficient to retard dust. The total acres shown on the plans for clearing and grubbing are for information only. The County assumes no responsibility for its accuracy. It is the awarded contractor's responsibility to determine the actual acres to be cleared and grubbed and shall include clearing and grubbing in the bid proposal. Existing vegetation that falls within the right-of-way and easement limits, but outside the limits of construction, shall not be disturbed unless so shown in the plans. The total acres shown on the plans for grassing are for information only. The County assumes no responsibility for its accuracy. It is the awarded contractor's responsibility to determine the actual acres to be grassed and shall include grassing in the bid proposal. All cut and fill slopes shall be grassed as directed by the engineer immediately after the slopes are established in order to reduce erosion. If the season does not permit grassing, the straw mulch stabilization shall be used as directed by the engineer. Any slope greater than 2.5:1 and height 10' or greater shall be matted or as shown on the plans. The awarded contractor shall ensure that positive and adequate drainage is maintained at all times within the project limits. Erosion control measures shall be installed prior to or concurrent with land disturbance activities and shall be maintained at all times. Additional erosion and sediment control devices shall be installed if deemed necessary by onsite inspection or as directed by the engineer. All silt fences must be placed as access is obtained during clearing. No grading shall be done until silt fence installation is complete. It is the awarded contractor's responsibility to maintain all silt fences and to repair or replace any silt fence that is not satisfactory. The awarded contractor shall be responsible to keep wetland areas free from siltation. Adjacent Residential Property Unobstructed ingress/egress to adjacent residential properties shall be maintained at all times. The awarded contractor shall be liable for unreasonable and excessive damages to the adjacent residential properties, including utility service interruptions that contribute to loss of life and/or property. All driveways that are to be reconstructed shall be replaced by the awarded contractor in kind (e.g. asphalt for asphalt, etc.). The awarded contractor shall be responsible for removing, relocating, and maintaining the property owners' mailboxes to an area outside construction limits during the life of the project. The location of the mailboxes should be convenient to both the mail carrier and the property owners. Alternate 1 _ Contractor shall use concrete for curb, not granite. _ Contractor shall use typical concrete for sidewalks, not T314 random slate Duraform. _ Contractor shall use HDPE storm/culvert drainage pipe material. _ Project limits shall terminate at the end of the turnaround located at station 16+00. _ Remove the following from the original specifications: o All aluminum handrails. o "Relocate/replace underground tank". o Proposed improvements to the south side of the roadway from station 0+00 to 4+00, including all driveways, parking lots, bio-retentions, and vegetated filter strips surrounding the 2-story building. This also includes sidewalk from station 0+00 to 2+75. o Proposed driveway improvements at stations 3+75, 7+00, and 12+00. o On-street parallel parking spaces located between 13+50 and 15+00. _ Continue concrete header curb and sidewalk straight along with the travel lane. _ Portion of the poured in place concrete wall beginning at station 13+85 to around 15+15, and slope grade at 2:1 from back of sidewalk to tie into existing grades near limits of disturbance.
