CR Number: 2119836 The GTSC oversees New York State's highway safety program and receives funding from the National Highway Traffic Safety Administration to address highway safety related problems. The goal of the program is to prevent motor vehicle crashes, save lives, and reduce the severity of injuries suffered in crashes on the state's roadways. The GTSC distributes these funds to state agencies, local governments and qualifying not-for-profit agencies through a grant award program. Grants are awarded for one-year periods, based on the availability of federal funding and the performance of the grantee. To qualify for funding, a highway safety problem must be documented and quantified using data; a solution that addresses the problem using counter measures that are proved to work must be proposed; and a method for evaluating the results must be included in the application. As you chose your problem and solution, please keep in mind that speed, impairment, and a lack of seat belt use continue to lead the way in terms of contributing factors in crashes and that roadway users outside of vehicles (pedestrians, bicyclists, etc.) account for an increasing share of roadway fatalities.
