The construction contract will be awarded to the lowest responsible bidder with consideration given to quantities involved; time required for delivery; the purpose for which required; the competency and responsibility of the bidder; the ability of the bidder to perform satisfactory service; and the plan for utilization of minority contractors. The Washington County Board of Education ("WCBOE") may reject any and all proposals and re-advertise for other proposals.
