Civil/Site Design Services (SDVOB) - Term Contract Location: Various Locations - Statewide NYSCR Category: Architectural, Engineering & Surveying - Construction Professional Services Description:The New York State Office of General Services Design & Construction Group (OGS) intends to contract with up to three (3) Service-Disabled Veteran Owned Business (SDVOB) firms to provide Civil Engineering/Site Design Services. Assigned tasks will include civil engineering, in conjunction with landscape architecture and land surveying. Tasks may involve site design, environmental engineering, water/wastewater/storm-water distribution, treatment, and storage, environmental permitting. NOTICE: This is a set aside procurement. Respondents are limited to NYS Certified SDVOBs. For information on the New York State Service-Disabled Veteran-Owned Business Program, online Term: Five (5) Years (Three (3) years to assign new work + two (2) additional years to complete assignments) MBE Goal: 15% WBE Goal: 15% Approximate Value: $750,000.00 (each) Firms are expected to provide high-quality engineering services related to site/civil/environmental utility locations and investigations as some assigned tasks could be environmental and landscape architectural in nature for various State agencies including, but not limited to, the Department of Corrections and Community Supervision (DOCCS), Office of Mental Health (OMH), Office of General Services (OGS), Department of Military and Naval Affairs (DMNA), and others. Services shall include requirements of the State Environmental Quality Review Act (SEQR) and its implementing regulations (NYCRR617), services, including but not limited to design services for: water works (source development, treatment, storage & distribution), wastewater collection & treatment, storm water management, also needed for the design of rehabilitation and new projects. Land Surveying tasks may include furnishing topographic and utility surveys, horizontal and vertical controls, boundary survey and/or property acquisition survey and maps, and include developing GIS geodatabases and datasets. Question Deadline 04/03/2025 at 2:00 PM ET Assignments may include the following: Renovations and rehabilitation of existing buildings, structures, and facilities. Compliance with the latest building codes and regulatory requirements, including review of work done by others for compliance with applicable codes. Application of energy efficient, resilient, and sustainable design in compliance with the initiatives and requirements laid out in New York State Governor's Executive Order 22, the Climate Leadership & Community Protection Act (CLCPA), and the NYS Buy Clean Concrete Guidelines. Application may also require usage of NY Stretch Energy Code, Geothermal Networking, Electrification of All Building Systems, Electric Vehicle Charging Stations, and PV Panel Systems. A minor requirement of fire protection/fire alarm engineering, structural engineering, civil/site engineering, architecture, and commissioning services. Projects that require expedited design schedules and services including emergency projects that require immediate attention or attention within 24 hours. The firm will be required to be available to provide on-site inspection, consultation, design services, and coordination with OGS and facility staff. Firms must provide an emergency contact person responsible for emergencies. Project types (JOCS, M, and Q) intended to be expedited for quick response contracting to address priority and urgent needs with expectations for project completion in as short as four (4) weeks' time. Hazardous material investigation and design services for the remediation/removal of such materials as part of the work of this contract. Possible construction management and/or construction inspection services as advisor to the owner. The Firm's team shall include qualified persons with door, frame, and architectural hardware experience. Possible services to identify design-based funding opportunities and provide technical documentation needed for applications to those funding opportunities. Services can be provided by the proposed design team including sub-consultants. Consultants are expected to follow OGS D&C's rigorous procedures and provide documents, specifications, and reports of the highest quality standard.
