Site work and renovation of a transportation facility in Long Beach, California. Conceptual plans call for the renovation of a transportation facility; and for site work for a transportation facility.

The City of Long Beach (“City”), sponsor for the Long Beach Airport (“Airport”), is soliciting Statements of Qualifications (SOQ) from professional consulting firms to provide architectural & engineering planning/design services for various projects at the Long Beach Airport. Questions due to the City 11:00 AM, April 3, 2025 Submit all inquiries via email to rfppurchasing@longbeach.gov 2.1 General Scope The Long Beach Airport intends to engage the services of professional engineering consulting firm(s) to provide architectural & engineering planning/design services as detailed below for the Projects. The SOW is considered a general scope of services. It is not intended that these tasks comprise a comprehensive list or are the only tasks required for the Projects. Specific scope of services will be developed after Consultant(s) selection is made. Elements could be added, changed, or deleted as a result. Some examples of architectural & engineering planning/design services that might be employed for the projects include, but are not limited to, the following: • Budget: Consultant(s) will prepare budgets for each task and milestone separately for each project. Such budgets will be entered into the Consultant’s and/or City’s Information System along with actual costs incurred and used as a basis for cost monitoring and control. • Progress Documentation / Expenditure Notification: Consultant(s) shall provide to the Airport monthly progress reports, or on a schedule as directed by the Airport, which shall be prepared in accordance with City guidelines. The format will be provided to the selected Consultant(s) upon contract award. Progress reports shall include a description of work completed, cumulative costs incurred, and Agreement/task order balance remaining. Consultant(s) shall provide to the Airport information on payment activity received by the Consultant on Projects as well as payments issued to any and all subconsultants on the project to include a breakout of participation by DBE and NonDBE. Consultant(s) will prepare separate monthly reports of expenditures for each project by task and milestone. Reports will be required monthly and shall be accompanied by an invoice. Consultant(s) shall prepare a draft progress report in a format acceptable to the Airport and submit it for approval prior to submitting the first invoice. • Schedule: Meetings will be held with the Airport, and at such meetings, the schedule will be reviewed, and adjustments will be made, if necessary, due to any changing circumstances at that time. Consultant will be responsible for developing and implementing a project schedule to complete the work. The schedule shall be developed in accordance with restrictions imposed by funding requirements. • Contract Administration: Consultant(s) shall maintain ongoing liaison with the City Project Manager, agencies contacts and others to promote effective coordination during the course of project development. 2.2 Architectural & Engineering Planning/Design Services Consultants providing services may be employed directly by the Airport to implement one or more phases of the Projects or may be employed by the Consultant via a subcontract agreement. In certain instances, these services may also be performed by the Consultant. This category includes architectural & engineering planning/design services normally required for Airport projects. It involves services generally of a civil, and/or electrical engineering nature. The services are usually conducted in, but are not limited to, the four distinct and sequential phases summarized below: 2.2.1 Preliminary Phase This phase involves those activities required for defining the scope of a project and establishing preliminary requirements. Some examples of activities within this phase of a project include, but are not limited to: • Conferring with the Airport on project requirements, finances, schedules, early phases of the project, and other pertinent matters and meeting with FAA and other concerned agencies and parties on matters affecting the project. • Planning, procuring, and/or preparing necessary surveys, field investigations, and other engineering and architectural studies required for preliminary design considerations. Developing architectural and engineering design schematics, sketches, drafting, 3D renderings, environmental and aesthetic considerations, project recommendations, and preliminary layouts and cost estimates. 2.2.2 Design Phase This phase includes activities required to undertake and accomplish a full and complete project design. Examples include, but are not limited to, the below: • Conducting and attending meetings and design conferences to obtain information and to coordinate or resolve design matters. • Collecting engineering data and undertaking field investigations; performing geotechnical engineering studies; and performing engineering, and special environmental studies. • Preparing necessary engineering reports and recommendations. • Preparing detailed plans, specifications, cost estimates, design schedules, and construction schedules. • Preparing construction safety plans and phasing plans (CSPP). • Printing and providing necessary hard copies and digital hard-drive copies of engineering drawings and contract specifications. • Conduct a Safety Risk Management (SRM) per FAA’s Safety Risk Management Order, 8040.4 if necessary. • Preparing the Engineer’s Design Report. 2.2.3 Bidding Phase These activities are sometimes considered part of the construction phase. They involve assisting the Airport in advertising and securing bids, analyzing bid results, and preparing contract documents. 2.2.4 Construction Phase This phase includes services rendered after the award of a construction contract, including, but not limited to, the following activities: • Providing consultation and advice to the City during all phases of construction. • Representing the City at preconstruction conferences. Inspecting work in progress periodically and providing appropriate reports to the City. • Reviewing and approving submittals, Request for Information (RFI), and shop and erection drawings submitted by contractors for compliance with design concept / drawings. • Reviewing, analyzing, and approving laboratory and mill test reports of materials and equipment. • Observing or reviewing performance tests required by specifications. 2.2.5 Project Closeout Phase This phase includes all services rendered after the completion of a construction contract, including, but not limited to, the following activities: • Making final inspections and submitting punch-lists and a report of the completed project to the sponsor. • Providing record drawings. • Preparing grant amendment request and associated justification, if applicable. • Preparing final project reports including financial summary. • Reviewing operations and maintenance manuals. 2.2.6 All prospective Consultants are advised that this RFQ does not guarantee work, and that some of the services may not be required. The City reserves the right to initiate additional procurement action for any of the services included in this RFQ. 2.2.7 It is important for the City and Consultant(s) to reach a complete and mutual understanding of the scope of services to be provided. The general scope of services developed during the RFQ process is of necessity too broad to serve as the basis for a contractual agreement. A well-defined project description and scope of services shall be developed between the City and Consultant(s) prior to negotiating the project fee. This may be accomplished during meetings with the Engineer or through investigation and/or study to clearly define the extent of the project. The project scope meeting will offer the opportunity for refinement, amendment, and allow for more detailed project definition of the services to be rendered. 2.2.8 The scope of the service(s) must be sufficiently detailed so that a reasonable fee estimate can be provided to the City (see Appendix F for Consultant Services FeeCosts Samples).
