Site work and renovation of a civil project in Kirbyville, Texas. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
Furnishing all necessary materials, equipment, superintendence, and Labor for the construction of the city of Kirbyville, wastewater system Improvements. Bids are invited for several items of work as follows; Wastewater System Improvements: 1. Perform surface preparation and painting of identified canopy steel members. 2. Remove and replace interior CMU walls with cast-in-place reinforced concrete walls 3. Remove and replace sludge bed concrete runners (additive) 4. Remove and replace sludge bed filter media 5. Remove and replace deteriorated canopy components 6. Install manual gates for sludge bed access 7. Remove and replace existing manholes throughout system (additive). Document note: Complete sets of bidding Documents shall be used in preparing Bids; neither Owner nor Engineer assumes any responsibility for errors or misinterpretations resulting from the use of incomplete sets of bidding Documents. Owner and Engineer, in making copies of Bidding Documents available on the above terms, do so only for the purpose of obtaining Bids for the Work and do not confer a license or grant for any other use. Also, plans can be viewed at the City of Kirbyville, 107 South Elizabeth Avenue, Kirbyville, Texas 75956 and Schaumburg & Polk, Inc., 8865 College Street, Beaumont, Texas 77707. Question Deadline - 03/21/2025 at 5:00 PM C - Questions will be received. Questions submitted after this time & date may not be answered. All questions shall be received through online or in writing via email and addressed by Addendum. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Kirbyville or negotiable U.S. Government Bonds (at par value) may be submitted in lieu of the Bid Bond. Section 3 Residents, Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises and labor surplus area firms are encouraged to submit bids. Funding for this project is covered under Section 3 of the Housing and Urban Development Act of 1968. All eligible bidders must comply with Section 3 requirement in regards to meeting or exceeding the required objectives for both hiring and subcontracting. In accordance with these objectives, contractors are required to direct their newly created employment and/or subcontracting opportunities to Section 3 Residents and Business Concerns. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, colour, religion, sex, sexual identity, gender identity, or national origin. All contractors/Subcontractors whose 'System for Award Management' (SAM.gov) registration is not active or that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assisted programs may not undertake any activity in part or in full under this project. Any contract or contracts awarded under this Invitation for Bids are expected to be funded by the Texas Community Block Grant Program CDV23-0285. The City of Kirbyville reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Kirbyville for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. Pre-Bid Conference will NOT be held on this project. All questions shall be received through CIVCAST or in writing via email and addressed by Addendum. Questions will be received until Friday, March 21, 2025 at 5:00 PM, CST. Questions submitted after this time & date may not be answered.
