New Castle County is seeking priced proposals for Professional Consulting Services to Perform Sediment and Stormwater Inspections throughout unincorporated New Castle County. Questions concerning the project should be submitted in writing via email to Frank Penta at frank.j.penta@newcastlede.gov by end of day on Tuesday, March 25th. The services requested are for a consultant to assist with the Delegated Agency Construction Review requirements of the Delaware Sediment and Stormwater Regulations, Section 6.4. Example tasks include: o Visit active construction sites, at a frequency specified by the Land Use Engineering Division, to determine compliance with the Delaware Sediment and Stormwater Regulations and the approved Sediment and Stormwater Management Plan. o Conduct regular site reviews to ensure all elements of the stormwater management BMPs and post-construction stormwater management systems are installed and maintained in accordance with the approved Sediment and Stormwater Management Plan. o Provide detailed written reports to the Engineering Division and all parties associated with the site. All site reports shall: o be distributed electronically within 24-hours of inspection and be legible. o provide photographic documentation of site work or of the items being investigated/inspected/reviewed. o specify where the site activity is in accordance with the sequence of construction, identify deficiencies that warrant correction, and provide a time for the owner to complete corrective action. o Notify the Land Use Engineering Division of any health, safety or welfare issues, sediment discharge, and violations of code and/or the approved plan. o Perform soil investigations, in accordance with the procedures outlined by DNREC soil investigation procedures, for relevant construction of stormwater management systems, or as needed by the Land Use Engineering Division. The bidder shall be available to perform services as needed by the Land Use Engineering Division. From DATE OF AWARD to June 30th, 2031.
