Lead Service Line Replacement Improvements for :LEAD SERVICE LINE REPLACEMENT IMPROVEMENTS FORMAIN STREET Located in the Borough of Flemington Hunterdon County, New Jersey, the proposed improvements include but are not limited to:o35 Test Pits to verify service line type at the curb box using vacuum equipment to Verification of type of serviceo Notification of Property Owner, Borough of service line replacement oProcurement of plumbing sub code permits for replacement of lead lineso Procurement of right of entry to property owner residence to perform the work oReplacement of lead service line from the curb stop to the meter yoke. Lines from the water main to curb stop have been replaced. oFoundation penetration and restoration. oFinal cleanup and restoration The Borough shall award the Contract or reject all bids within 60 days of the bid opening. No bids will be received unless in writing on the prepared bid form contained in the contract documents, and unless accompanied by a non-collusion affidavit and a bid security in the form of a bid bond or certified check drawn upon a National or State Bank or Trust Company, made payable to the Borough of Flemington in the amount of not less than ten percent (10%) of the total amount bid (or $500.00, whichever is greater), butin no case in excess of $20,000.00. Each bid must also be accompanied by a certificate from a bonding company licensed todo business in the State of New Jersey guaranteeing that if the Proposal of the Bidder be accepted, a Performance Bond will be furnished in the face amount of the bid. Acceptance of the bid is contingent upon the fulfillment of this requirement. This contract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10." All applicable surety bonds required in connection with the advertisement and award of building contracts or sub agreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570--Surety Companies Acceptable on Federal Bonds), incorporated herein by reference. Copies of this document may be obtained from the Department. The successful bidder will also be required to deliver to Borough proof of insurance on or before execution of the Contract and shall be required to deliver a Performance Bond and Payment Bond to Owner within ten (10) days of the award of the Contract, as described and licensed to do business in the State of New Jersey. The bonds and insurance certificates and bonds shall be approved by the Borough Attorney. The successful bidder must comply with all the previsions of N.J.A.C.7:22-9.1 et. seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SEDs). In addition, bidders are required to comply with the requirements of Public Law 1975,Chapter 127(N.J.A.C. 17:27), as well as the provisions contained in the project's Socially and Economically Disadvantage Individuals (SEDs) Utilization Plan. Neither the United States, the State of New Jersey, the New Jersey Department of Environmental Protection, the New Jersey Environmental Infrastructure Trust, nor any of their departments, agencies, or employees, is or will be, a party to this contract or subcontract or any lower tier contract or subcontract. Bidders are required to conform to all provisions of the Local Public Contracts Law and the Prevailing Wage Act. The Borough of Flemington Mayor and Council reserves the right to reject any or all bids and to waive any informality in any bid inuring to the benefit of the Borough of Flemington 10 percent means SED business concern participation, which includes 7 percent for minority-owned SED business concerns and 3 percent for women-owned SED business concerns.
