This Request for Qualifications (RFQ) does not constitute a bid and is intended solely to obtain competitive proposals from which the Village may choose a consultant that best meets its needs. Therefore, the Village seeks a consultant to provide services to facilitate the procurement of a design/build/ developer firm. There is no expressed or implied obligation for the Village to reimburse responding firms for any expenses incurred in preparing responses to this request. The consultant is prohibited from having affiliation with any design-build entity that may submit a proposal for this project. Consultant Scope of Work The statements below are intended to describe the general nature and scope of work expected to be performed by the consultant. This is not a complete listing of all responsibilities, duties and/or skillsrequired. Other relevant duties may be assigned. • Handle the Advertisement of a Notice of Intent (NOI). • Issue a Request for Qualifications (RFQ). • Shortlist the most highly qualified. • Issue a Request for Proposal (RFP). • Gather all the information needed for the development of the RFQ and RFP. • Ensure that the procurement process is in accordance with PA 100-0736. • Communicate directly with department heads, Village Manager and other staff to clarify needs and assure compliance with federal, state, and local regulations. • Will work with other departments to determine the scope and budgetary requirements of proposed developments. • Responsible for assuring that essential information is included in the Request for Proposal documents (RFP) and assist in the selection of appropriate firm to carry out activities. • Convey all project requirements to the appropriate parties and ensure all are being adhered to. • Oversee and review all designs and drawings, including specifications, in order to ensure that codes and technical requirements are met.
