Renovation of a military facility in Oklahoma City, Oklahoma. Conceptual plans call for the renovation of a military facility.
This is a market survey for a construction project titled: Headquarters Building (HQB) Mechanical and Electrical Upgrades at the Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK. The Headquarters Building (HQB) at the MMAC is a 162,838 GST building originally constructed in 1958 and is comprised of a partial basement and three floors above grade. The function of the Headquarters Building is primarily used as office space and houses many administrative functions for multiple subagencies of the FAA. This project will upgrade the aging electrical and mechanical systems serving the building. Construction of this project will be phased and coordinated to make use of a time when a large portion of the building are vacated of occupants which will allow efficient upgrade the mechanical and electrical systems. The work required for the facility will include the following: Construction of new electrical closets. Demolition and installation of ceiling grid, ceiling tile, carpet and paint in designated areas. Demolition of an existing diesel generator and installation of a new natural gas generator and masonry screen wall. Demolition and replacement of fan powered variable air volume and single duct terminal boxes as well as piping and trim components. Demolition and replacement of the basement air handling unit which serves the Auditorium. Installation of new mini-split heat pumps to serve the new electrical closets. Demolition and replacement of ductwork and diffusers throughout the facility as well as interior ductwork cleaning for exposed roof mounted ductwork. Electrical panel upgrades and/or replacement associated with the HVAC upgrade and all electrical work (HVAC power, inverter power, receptacles, and lighting controls) associated with the new buildout of the electrical rooms as well as panels where there is insufficient capacity to support future growth. Replacement and upgrade of overcurrent protection devices in panels containing fused disconnects and antiquated breakers. Upgrade of the main service surge protection device (SPD). Replace fuses and bus plugs. Remedy code compliance issues with the electrical distribution system. Installation of new life safety and stand-by automatic transfer switches for the new generator as well as separating the existing generator power distribution systems for life safety and stand-by. Replace and upgrade building lighting controls. Routing new conduit above the ceiling to replace identified below slab conduit. Perform Short-Circuit Current Analysis (SCCA) and Arc-Flash Hazard Analysis (AFHA) for the facility. Replace existing in slab walker raceway conductors and wiring devices. Replace and upgrade the existing fire alarm system. Install a new Emergency Responder Radio Communication System (ERRCS) system. The estimated price range for this project is $18,000,000 to $25,000,000. The Contract Award is projected for August 2026. Performance and payment bonds will be required in a penal sum equal to 100% of the contract price. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, and 8(a) certified firms, capable of providing the required construction services. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, servicedisabled veteran-owned small businesses, and 8(a) certified firms capable of providing the required construction services. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
