DCHA will receive requests for additional information and/or clarification relative to this solicitation . Evaluation Period: Monday, April 7, 2025 Each firm that submits a bid is responsible to carefully review and comply with the following and/or the attached Terms, Conditions and Instructions, and by submitting a bid agrees to do so. This will save both you and the Agency time in communication along with allowing documentation of all inquiries and responses within one area for all vendors to view. The District of Columbia Housing Authority ("DCHA")is dedicated to enhancing the quality of life in the District of Columbia by providing and effectively managing affordable housing, which is diverse, well maintained, and aesthetically pleasing for those whose circumstances prevent them from competing in the general marketplace. Besides operating over 8,300 units with public housing operating subsidy, DCHA also contracts over 14,000 private units through its Housing Choice Voucher Program ("HCVP"). DCHA has embarked on an ambitious program of development and redevelopment to create economically diverse communities and neighbourhoods. DCHA is one of the most innovative housing authorities in the nation and is actively pursuing non-governmental sources of financing to promote HCVP homeownership assistance programs, project-based public housing subsidies, and implement more creative uses of its authority through the United States Department of Housing and Urban Development (HUD)'s Move to Work (MTW) Demonstration Program DCHA reserves the right, at its sole discretion, to adjust this Schedule of Events as it deems necessary. If necessary, DCHA will communicate adjustments to any event in the Schedule of Events in the form of an addendum to this LOS. Contracts awarded from proposals received in answer to this solicitation will be for an initial term of one (1) year with one (1) one year option to extend, at the District of Columbia Housing's sole discretion, for a potential total maximum term of two (2) years. The consultant shall assist DCHA model the financing options for three expiring use properties: 1) Henson Ridge 2 2) Access build 3) 400 M Street. Henson Ridge and 400 M Street are mixed financed properties developed by DCHA and its respective development partners using in part HOPE VI grants funds and low-income housing tax credits. Both properties have reached the end of their respective tax credit compliance period. Access build is a 22- unit UFAS development located with the Henson Ridge 2 property. Access build was also financed in part using bonds and low-income housing tax credits. The Access build property has also reached its tax credit compliance period. Collectively, the three sites are referred to as "the properties." The goal is to acquire the LP interest, secure additional financing and commence the redevelopment of the properties in CY2025. The method of Contractor Selection has not been Determined at this time.
