In accordance with the plans and specifications therefor, the County of San Joaquin provides the following notice for the Benjamin Holt Drive Water Main Replacement Project. The work is located within the Lincoln Village Maintenance District in Stockton, CA on Benjamin Holt Drive between Pershing Avenue and Gettysburg Place. Base Estimate Range between $1,052,145 and $1,227,502 The work, in general consists of installing approximately 2,300 lineal feet of new water main along Benjamin Holt Drive and portions of Pershing Avenue, Vicksburg Place and Gettysburg Place with necessary valves, fire hydrants, and various appurtenances within the Lincoln Village Maintenance District. In addition, 37 water service laterals will be installed for future connection in a later phase. To bid, all bidders must be registered and create a Digital ID with Bid Express, found at online. The bid forms found at that website may only be used to submit an electronic bid. Paper bids will not be accepted. Please allow at least five (5) business days to complete the electronic bidding registration process for the first time. It is highly recommended that a Digital ID be active 48 hours in advance of submitting an electronic bid. All costs associated with obtaining a Digital ID and submitting a bid using Bid Express is the sole responsibility of the bidder. Bids are required for the entire work described herein. A bid security of 10% is required from all bidders. The bid security must be in the form of cash, certified or cashier's check, electronic bond (eBond), or a bid bond in favor of the Department. Bid Security other than electronic bond must be received by the Department prior to the bid opening closing time specified above. A payment bond and a performance bond each 100% of the value of the contract are required from the successful bidder. Submit all bidder inquiries directly through the Department's solicitation page under the section titled "Q&A." All responses to bidder inquiries and addenda will be available at online. . It is each bidder's responsibility to check the website for these documents. San Joaquin County has adopted a policy to require local hire participation in the construction workforce in accordance with the Board of Supervisors' policy. All bidders are required to submit the Local Hire Information Form and Checklist with their bid. The Contractor must possess a Class A license at the time this contract is awarded. A contractor or subcontractor will not be qualified to bid on, be listed in a bid, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. The County of San Joaquin, hereby notifies all Bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, colour, sex or national origin in consideration for an award. San Joaquin County has adopted a policy goal to strongly encourage local hire and apprenticeship participation in the construction workforce in accordance with the Board of Supervisors' policy. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The general prevailing wage rates have been determined by the Director of the State Department of Industrial Relations and it will be mandatory upon the Bidder to whom the contract is awarded and upon any subcontractor to pay not less than these specified rates to all laborers, workmen, and mechanics employed by them in the execution of the contract, all in accordance with the provisions of Section 1770-1776 inclusive of the Labor Code. Prevailing wage rates are available at the Department of Industrial Relations Web site online. When a Federal wage rate determination has been included and a difference from the State Department of Industrial Relations determination exists, the higher rate must be paid. The Board reserves the right to reject any or all bids and further reserves the right to waive minor irregularities in the bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
