The County of San Benito, hereinafter referred to as "County", invites responses to a Request for Proposals to provide all telecommunication systems for the Jail Facilities located at 710 Flynn Rd, Hollister, CA. San Benito County has a population of approximate 67,000 residents, inclusive of two incorporated cities, the City of Hollister, and the City of San Juan Bautista. The County is located 30 minutes east of Monterey Bay and 45 minutes south of San Jose, and is a General Law County that operates under a County Board of Supervisors, a County Administrative Officer, and elected and appointed Department Heads. The proposed period of the contract is five years with the possibility of two 1-year extensions for a Contractor performing satisfactorily. Provider shall be responsible for all telecommunication, to include telephones, TTY systems, electronic tablet communications, and video visitation devices. The County anticipates an initial term for each contract of five years, subject to annual appropriation by the San Benito County Board of Supervisors. San Benito County may consider an option to extend the initial term by two years at the end of the initial term. Throughout this procurement, the County will highlight selected sections of work to be performed; however, the Proposer must be prepared to meet, and ensure that the County meets all legal requirements in the provision of services to IP, with this ability demonstrated in the Proposer's proposal. The County expects Proposers to address each of the areas below and provide sufficient detail to demonstrate how the Provider intends to meet and exceed the requirements set forth in the scope of services. This RFP does not commit the County to award a contract, to pay any costs incurred in the preparation of a proposal, or to procure or contract for the articles of goods or services. The County reserves the right to accept or reject any or all proposals received as a result of this request or to cancel in part or in its entirety this proposal if it is in the County's best interest. The average daily detainee IP population from January 1, 2024, to November 15th, 2024 was 104 (88 unsentenced, 16 sentenced). The Sheriff's Facilities Average Daily Population Jan 2022 - May 2024 was 96 IPs. The average time for IPs in custody, for 2023, was 23 days. The average daily intake at the Main Jail/Rehab Center typically ranges from 3-5 per day. The County will perform a background check on all contractor staff prior to allowing them to work in its facilities. The background check may include but is not limited to: fingerprint clearance with the Department of Justice, agency searches of all cities of residence (current and prior), Department of Motor Vehicle record search, court records, polygraph, and inmate record system.
