A timeline for the award has not yet been established.** The work to be bid upon is generally described as follows: Contract No. 1 - Rehabilitate Runway, Apron, and Taxiway The scope of the project is to rehabilitate the existing asphalt surface of Runway 8-26, Taxiways A, A1, A2, C, and Main Apron at the Southern West Virginia Regional Airport located outside Varney, West Virginia. The rehabilitation for the Base Bid, Additive Alternate No. 2, and Additive Alternate No. 3 shall consist of removing the existing pavement markings, as necessary, cleaning the surface of deleterious material, repairing existing cracks and joints by placing a hot poured crack and joint sealing filter, and then applying new pavement markings. The rehabilitation for Additive alternate No. 1 shall consists of milling the top 2" of asphalt, performing a full depth repair on any areas that still have visible cracks after milling, placing a new 2" surface course layer of asphalt, and then applying new pavement markings. The Base Bid shall consist of the rehabilitation of Runway 8-26, Additive Alternate No. 1 shall consist of the rehabilitation of the Taxiway A1, Additive Alternate No. 2 shall consist of the rehabilitation of the Taxiways A, A2, and C, and Additive Alternate No. 3 shall consist of the rehabilitation of the main apron. Construction Time Limits - The Contractor will be required to achieve Substantial Completion within 120 calendar days and final completion and readiness for final payment within 150 calendar days of the effective date of the Notice to Proceed. Liquidated damages will be $400.00 per day for each day after the expiration of the construction time. Bids shall be accompanied by a certified check or bid bond payable to the Mingo County Airport Authority, Williamson, West Virginia, in an amount not less than five percent (5%) of the total amount of the Base Bid and Additive Alternates. This project, due to the amount of federal participation, requires the Contractor to meet a goal for Disadvantaged Business Enterprise participation of 4.1 percent (4.1%). The Contractor will be required to justify the amount of DBE participation which will be utilized or that there was a good faith effort made to allow for DBE participation. It is the policy of the Authority that DBE's, as defined in 49 CFR Part 26, shall have the maximum opportunity to participate in the performance of contracts assisted in whole or part by funds granted by the DOT.
