Portland State University is soliciting bids to demolish the following to provide space for a new student housing building: Montgomery Residence Hall (MONT) 1802 SW 10th Avenue, Portland, OR 97201 Blackstone Residence Hall (BLKS) 1831 SW Park, Portland, OR 97201 Millar Library Bicycle Garage (LBG) 979 SW Harrison Street, Portland, OR 97201 Trash enclosure 979 SW Harrison Street, Portland, OR 97201 Scope of work is to include abatement of all hazardous materials noted in the Regulated Building Materials Survey dated 8/21/25 issued by BSI (Appendix 2.15) as well as removal of the decommissioned Underground Storage Tank (UST) and contaminated soil on the west side of Montgomery as noted in the Phase 1 ESA dated 10/2/25 issued by GRI (Appendix 2.11). Contaminated soil abatement and disposal costs should be based on an estimated volume of 26 cubic yards (CY). This project is to be completed no later than November 20, 2026. Currently the Blackstone Residence Hall is unoccupied. The Montgomery Residence Hall is currently fully occupied but will be unoccupied by July 6th 2026. At the option of the contractor the abatement of Blackstone residence hall can immediately occur upon the execution of this contract.
