Question Deadline 04/18/2025 at 11:00 AM PT Bidders shall submit questions via email to Dornetta Williams at dwilliams@chp.ca.gov. SCOPE OF WORK 1. The Contractor agrees to provide to the Department of California Highway Patrol (CHP) Visalia Area office the services described herein: furnish all transportation, supplies, materials, tools, equipment, labor, services, personnel, and supervision; pay all taxes, insurance, payment bonds, license and permit fees, and all other direct and indirect costs necessary for Security Camera and Closed-Circuit Television (CCTV) Installation/Replacement Services in accordance with the terms set forth in this Agreement. This is a standalone system that is not connected to the CHP Network. A. License Requirement: California State License Board (CSLB) C-7, Low Voltage Systems Contractor or CSLB, C-10, Electrical Contractor. B. Contractor shall provide a Certificate of Insurance in accordance with the Insurance Requirements found in this Agreement (Exhibit E). C. Contractor shall provide a Payment Bond equal to 100 percent of the value of the Agreement (TBD Upon Award). Contractor shall complete form State of California Standard 807, in duplicate, and submit prior to the commencement of work. 2. The services shall be performed at: Department of California Highway Patrol Visalia Area office 5025 West Noble Avenue Visalia, CA 93277 3. The services shall be provided during normal business hours (Monday through Friday from 8:00 a.m. to 5:00 p.m.). Schedule to be determined by CHP Facilities Coordinator, Area Commander, or designee and the Contractor. Contractor shall check-in and check-out with the CHP on-site contact person or designee each day. SCOPE OF WORK 5. GENERAL: This project consists of installing Ingress Protection (IP) Power Over Ethernet (POE) rated security camera system. All cameras are to be non-residential commercial rated, vandal resistant for protection against dust and water intrusion, and consisting of the following components 6. CONTRACTOR SHALL: A. Provide and install (2) two 4.0 Megapixel minimum Outdoor Day/Night Pan Tilt Zoom (PTZ). B. Provide and install (3) three 4.0 Megapixel minimum, Outdoor Day/Night 2.8mm minimum or varifocal lens, Bullet Camera. C. Provide and install (2) two 4.0 Megapixel minimum, Outdoor Day/Night 2.8mm minimum or varifocal lens, Multi-Sensor Dome Camera. D. If cameras cannot be hardwired, a point-to-point (PTP) wireless solution can be used with Aruba, Cisco, or Ubiquiti. Contractor will need to verify that power is available and that all required equipment can be installed at the locations needed. E. Cameras located near vehicle gates need to be of a quality to read vehicle license plates during the day and night. F. Provide and install Network Video Recorder (NVR) with Video Management Software, USB thumb drives for pulling recordings and NVR must include a minimum of (120) one hundred twenty days of storage, at (30) thirty frames per second, or higher. G. Provide and install (2) two security camera monitors that are commercial grade 50" or larger, Light Emitting Diodes (LED) color monitor or equal with wall mount bracket and wireless keyboard and wireless mouse. H. Provide and install Cat6 or better cabling to accommodate security system. Equipment shall be rack mountable in the server room and is prohibited from being installed or connected to the CHP network or computer system. Contractor shall not install any software on CHP equipment. If the Area staff requests the Contractor to connect to the CHP network or computer system, Contractor shall immediately contact the CHP Facilities Coordinator for direction. I. Video Management Software and cameras that are banned for use by US Government sites as stated in the National Defense Authorization Act for 2019, that are manufactured in China (Hikvision, Dahua, Lorex, etc.) will NOT be acceptable. J. Contractor is responsible to keep work area clean and free of debris. All debris is to be removed off site daily. Camera locations to be determined at bid walk. SCOPE OF WORK 7. TESTING: A. Testing and Documentation Prior to conducting any tests Contractor must provide the CHP On-Site Coordinator detailed test procedures for review and approval. Documentation of all test results must be provided to the CHP On-Site Coordinator for review and approval. System documentation must incorporate test results for ongoing maintenance and performance measurements. B. Data Cable Tests Cat6 cables must be tested for conformance to the specifications in accordance with Telecommunications Industry Association (TIA) 568B. Category testing must be done with a TIA 1152 Level 3 test set. Test must include length, mutual capacitance, characteristic impedance, attenuation, and near-end and far-end cross talk. Any pairs not meeting the requirements of the standard must be brought into compliance by the Contractor, at the Contractor's expense. C. Security Camera Location Tests In the presence of the CHP On-Site Coordinator, after installation of the Security Camera System, Contractor must verify the correct operation of the system. Contractor must have a manufacturer representative present during all phases of testing who can troubleshoot installed equipment. D. Final Security Camera Test In the presence of the CHP On-Site Coordinator and/or CHP Facilities Coordinator, Contractor must conduct a final test of the Security Camera System to verify the system is complete and fully operational. Contractor must conduct end-to-end performance tests on the Security Camera System. These tests must confirm the functional operation of all elements of the system and must include measurements of the system performance. 8. WARRANTY: Contractor shall provide a 2-year warranty on all parts and labor. Security camera monitors shall have a 3-year full replacement.
