Site work, paving and new construction of a mixed-use development in Waukegan, Illinois. Completed plans call for the construction of a one-story above grade manufacturing facility; for site work for a manufacturing facility; sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The Scope of Work include providing all labor, materials, machinery, tools, equipment and other means of construction necessary for the College of Lake County Urban Farm Center project indicated in the Bid Documents. BID PACKAGES: Bid Package #11.1: Food Service Bid Package #32.1: Asphalt Paving Refer to the Contract Documents for additional information related to the Scope of Work associated with the Contract. The base bid for the project includes the construction of a new one-story, split level freestanding building with a build-out of all interior systems. See the Contract Document for additional information. This solicitation includes a specific Business Enterprise Program (BEP) participation goal of 30% of the total dollar amount awarded to MBEs and FBEs, based on the availability of BEP certified vendors to perform or provide the anticipated services and/or supplies required by this solicitation. See section 00 80 00 of this CM Manual for additional information. This project is subject to liquidated damages. Liquidated damages can commence (30) days after the date of Substantial completion until the date Substantial Completion actually occurs. The rate per day at 31 days on is $1,000/day. Bidding contractors to be aware of these liquidated damages and note that awarded prime trade contractors will be responsible for all losses, damages, penalties, and fines incurred by Pepper Construction as Construction Manager as a consequence of a Prime Trade Contractor's default. The Construction Manager for this project is Pepper Construction Company. Should the bidder require additional information about this bid, please submit questions via email to the following: rkent@pepperconstruction.com jboller21@clcillinois.edu bids@clcillinois.edu Questions are required no later than 12:00 PM CST on April 2, 2025. ANY and ALL changes to these specifications are valid only if they are included by written addendum. No interpretation of the meaning of the scope of work will be made orally. Bid security in the form of a bid bond made payable to College of Lake County in an amount equal to ten percent (10%) of the base bid is required of all parties submitting a bid. Contractors shall guarantee their submitted Bid Proposal for a ninety (90) day period from the date of bid Opening. The successful bidder will be required to furnish a Performance and Payment Bond for 100%. This project will be LEED certified. Bidders are to review all bid documents and include all costs associated with assisting the project in meeting the LEED goals. The Owner reserves the right to accept or reject any and all bids, and to waive informalities to any bid when such is deemed by the Owner to be in the owner's best interest as well as meeting their participation requirements. Pre bid meeting description: Contractors interested in bidding this work are urged to attend the pre-bid conference. Attendance at this meeting is not mandatory; however, contractors are warned that no allowance will be granted to bidders unfamiliar with the work.
