Site work, paving and renovation of a mixed-use development in Davie, Florida. Completed plans call for the renovation of a playground / park / athletic field; for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; sidewalk / parking lot; sidewalk / parking lot; and sidewalk / parking lot.
This project consists of the reconstruction of the Waterford Park located on the NE quadrant of the intersection of I-75 and Stirling Rd. The Town of Davie is undertaking the reconstruction of the park that includes the demolition and removal of existing concrete, asphalt and subsurface materials, and the construction of two new tennis courts, six new pickle ball courts, adjacent sidewalks, fencing, and lighting, furnishing, landscape and irrigation upgrades, and pavement restoration and pavement marking and signing. The estimated budget for this project is $1,999,124. The Town of Davie decided to reconstruct the Waterford Park that is located to the NE of the intersection of I-75 and Stirling Rd, at 15090 S. Waterford Drive. Davie, Florida 33331. The Waterford Park has paved parking areas, sidewalks, hockey rinks, tennis and racquetball courts, basketball courts, picnic shelters, public facility buildings, restrooms, playgrounds, volleyball area, etc. The existing hockey rinks and tennis courts located on the southwest corner of the park experience recurring depressions, cracking, and settlement. The Town will be implementing the Waterford Park Reconstruction Project as a long-term solution by demolishing the existing concrete and asphalt and removing existing subsurface materials such as debris and unsuitable / organic materials. Under this Project, the Town will construct two new tennis courts and six new pickle ball courts, and reconstruct the adjacent sidewalks and fencing. The Project will also include the removal and replacement of existing light poles to upgrade to LED lighting, the installation of site furnishings such as benches and fences, and landscape and irrigation upgrades and pavement restoration and pavement marking and signing. Background The Town of Davie is home to nearly 107,000 residents who live across a lush 35 square miles within central Broward. The Town's rural atmosphere, western-themed district, and sprawling educational complex foster an environment that separates Davie from all other municipalities in Broward County. Our green open spaces, numerous parks, over 165 miles of trail system, and the opportunity to live an equestrian lifestyle are amenities you can't find in today's growing South Florida. Additional pre bid meeting note: The sign in sheet will be available up until the commencement of the pre-bid conference. Bidders are required to sign in PRIOR to the start of the conference. No one will be permitted to sign in after the meeting starts. Failure to do so will deem the bidder absent to the pre-bid conference and ineligible to respond to this solicitation. In the event of a site visit, vendors are required to initial on the sign in sheet at the beginning and may be required to initial again at the end of the site visit, to ensure that everyone is safe and accounted for. If the site visit includes multiple locations, vendors are required to initial at the beginning of the visit at each site location. URPOSE Through a publicly bidding process, the Town of Davie is seeking to secure a qualified contractor, holding a Florida building or general contractor license to obtain the necessary permits and to complete a project consisting on the reconstruction of the Waterford Park according to the Contract Documents. The awarded contractor shall provide all labor, materials, equipment, insurance, and incidentals to demolish the existing concrete and asphalt and removing existing subsurface materials such as debris and unsuitable / organic materials. The awarded contractor shall also construct two new tennis courts and six new pickle ball courts, and reconstruct the adjacent sidewalks and fencing. The awarded contractor shall include the removal and replacement of existing light poles to upgrade to LED lighting, the installation of site furnishings such as benches and fences, and landscape and irrigation upgrades and pavement restoration and pavement marking and signing. All work shall be performed in compliance with the latest edition of all applicable Codes, including, but not limited to, the Florida Building Code latest Edition, the Town of Davie Land Development Code, the Town of Davie Code of Ordinances, the Broward County Code of Ordinances, and National Electrical Code latest Edition. All Work shall meet or exceed the standards of the industry for workmanship. The limits of the installation shall be as shown on the enclosed Drawings. The estimated budget for this project is $1,999,124. 5.3. SCOPE OF WORK The awarded Contractor shall perform and furnish the work under this Contract, consisting of furnishing all tools, equipment, materials, supplies, and manufactured articles and for furnishing all transportation and services, including fuel, power, water, and essential communications, and for the performance of all labor, work, or other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents (including Agreement, Front End Documents, Specifications, Drawings, Addenda, Permits, etc.). The work shall be complete, and all work, materials, and services not expressly shown or called for in the Contract Documents that may be necessary for the complete and proper construction of the work in good faith shall be performed, furnished, and installed by the Contractor as though originally so specified or shown, at no increase in cost to the Town of Davie. The awarded contractor shall obtain all the permits and furnish all labor, materials, and tools necessary to perform the following tasks: Contractor shall complete all demolition and materials removal as specified and shown on the Drawings. Contractor shall construct two new tennis courts and six new pickle ball courts as specified and shown on the Drawings. Contractor shall reconstruct the adjacent sidewalks and fencing as specified and shown on the Drawings. Contractor shall remove and replace existing light poles to upgrade to LED lighting, install site furnishings such as benches, upgrade the landscape and irrigation system, and restore the pavement and pavement marking and signing, as specified and shown on the Drawings. The Contractor shall be responsible to safely maintain all temporary closures within the working area to minimize any inconvenience to the Public until the project is accepted and turned over to the Town of Davie. Access to adjacent project location amenities shall be kept at all times unless closure of those amenities is required to ensure the safety of park users i.e. racquetball courts. Contractor shall be responsible for the complete restoration of all areas disturbed and/or damaged during project construction to existing or better condition including, but not limited to driveways, swales, fences, irrigation systems, walkways, asphalt, lighting, landscape, etc., at the Contractor's expense. Contractor shall be responsible to protect all human life, animals, vegetation and existing facilities. There might be owl burrows, beehives or animal nests on the Park. Should the Contractor or subcontractors encounter any owl burrows, beehives, or other animals nesting in the property or in the vicinity of the project area, Contractor will immediately notify the Town's Project Manager and proceed as directed by the Town's Project Manager, as these are or might be protected species. 5.4. GENERAL LOCATION OF WORK The work will be performed on the Waterford Park located at 15090 S. Waterford Drive Davie, FL 33331. The Waterford Park is located on the NE quadrant of the intersection of I-75 and Stirling Road. The Waterford Park is located within the municipal boundaries of Town of Davie in Broward County. 5.5. PERMITS The design Engineer has already completed a dry run permitting process for this Project with the Town of Davie Building Division and the Engineering Division. The awarded Contractor (Contractor) shall request that the permit processes be transferred to their company. The Engineer can provide the Contractor with the corresponding permit numbers. The Contractor shall complete and submit all new permit applications and support documentation that will be requested by the Building and Engineering Divisions. The Contractor shall pay all permit fees and permit processing fees and submit these to the Town for reimbursement under the Pay Application permit allowance. Contractor shall attach all permit fees receipts to the Pay Applications. Runners' fees will not be reimbursed by the Town and these fees are to be paid by the Contractor, if any. In addition, the Town will reimburse the contractor for the cost of any permit fees that exceed the permit fee allowance amount allocated in the bid form. All permitting processes shall be complete, and permits issued prior to initiating any demolition / construction activities. Contractor is responsible to schedule all inspections with permitting agencies. Contractor shall address all the comments and questions issued by the permitting agencies and consult with the Engineer and Town's Project Manager accordingly. Contractor will submit to the Town's Project Manager copies of all permits, questions and or comments issued by the permitting agencies, and Contractor's responses. All submittals shall be complete and approved by the Town prior to demolition / construction commencement. Contractor shall submit all permit applications, documentation, shop drawings, schematics, etc., necessary to procure the required permits from the Town of Davie, Central Broward Water Control District, South Florida Water Management District and all the agencies and authorities having jurisdiction (AHJ) . Contractor, at no additional cost to the Town, will be responsible for all coordination associated with any required Special Building Inspection or material testing as required by the applicable regulatory agencies. 5.6. LICENSES AND/OR CERTIFICATIONS Bidders shall hold Florida State General Contractors License. The Florida State Licensed General Contractor or their Subcontractor responsible for installing the tennis and pickleball courts shall be American Sports Builders Association (A.S.B.A.) Certified Tennis Court Builder. Trades or disciplines such as electrical construction, irrigation construction, etc., shall be performed by corresponding licensed contractors in the State of Florida or Broward County (Certificate of Competency) with no reported violations or complaints with the Department of Business and Professional Regulation. Bidders must submit copy of their license with their bid response. 5.7. TIME OF COMPLETION A. The awarded Contractor will have 365 days from the Town's issuance of the Notice to Proceed (NTP) to achieve Substantial Completion. During this time the Contractor shall: 1. Obtain all required permits, 2. Make all submittals for review to the Engineer and Town's Project Manager, including: project schedule, preconstruction videos and photos, shop drawings, product sheets, materials information sheets, test reports, requests for information, monthly pay applications, and all submittals required in the Contract Documents and requested by the Engineer and the permitting agencies. 3. Complete demolition, 4. Perform construction / reconstruction and restauration activities, and 5. Complete a walkthrough with the Engineer and Town's representatives, and address all punch list items. B. During this time the Project shall also pass all discipline inspections and final inspections. C. The Contractor will have 45 days to achieve Final Completion after achieving Substantial Completion. During the latter time, Contractor shall perform all the Project close out activities. 5.8. GRANTOR'S REQUIREMENTS This Project will be partially funded by the Florida Department of Environmental Protection and the Florida Recreation Development Assistance Program (FRDAP). These agencies have requested that the Contractor erect a permanent information sign, at no additional cost to the Town, on the Project site that credits funding (or a portion thereof) to the Florida Department of Environmental Protection and the Florida Recreation Development Assistance Program. The sign must be made of appropriate materials, which are durable for a minimum of twenty-five (25) years after the Project is complete. The sign must be installed on the Project site and approved by the Department before the Department processes the final Project reimbursement request. FRDAP must issue a notice to commence before Project demolition / construction commencement. Question Deadline 04/10/2025 at 5:00 PM ET 5.9. PLANS AND TECHNICAL SPECIFICATIONS Enclosed are Exhibits B and C that include the Contract Technical Specifications and Drawings, respectively.
