The Town of Stony Creek is issuing a Request for Qualifications (RFQ) from engineering and professional firms or individuals (responders) pursuant to the New York State General Municipal Law. The Town would like to replace and upgrade the Town's salt storage facility used by the Town's highway department. It is hoped that the Water Quality Improvement Program (WQIP) may be funded this year, for which the Town would like to be strategically prepared to apply for funding. The Town will evaluate responses for prior success under the WQIP program and any other suggested funding programs that a responding entity may suggest. The Town encourages responders to offer suggestions on funding sources and to provide examples of past successful salt storage projects. The Town will use a qualifications-based procurement procedure to evaluate responders who can provide professional services required to complete engineering design, grant application and administration if awarded, preparation of plans and specifications, preparation of bidding documents, and providing construction administration and inspection services, and other services as may be agreed to between the Town and a selected responder to facilitate completion of a successful project. Proceeding with a project is not guaranteed and is wholly dependent on funding. Successful responders would be required to comply with all applicable grant program requirements if grant funds are awarded. The Town intends to submit applications for WQIP funding for a salt storage facility if the WQIP program for salt storage facilities is funded for 2025. In addition, the Town may consider other funding sources as may be recommended by the selected responder. It is expected that the project would be completed within 12-18 months of grant award, if funding is awarded, but the time frame may be amended as the Town Board deems appropriate. No work or project is guaranteed under this RFQ. PROJECT DESCRIPTION The Town is in need of a replacement and upgrade of its current salt storage facility used by the Town's highway department. The project would include design work, grant funding application, grant administration, preparation of plans and specifications, bidding and contract documents, assistance with any contract award, construction oversight and inspections, and assistance with grant funding and project funding requirements. The successful responding entity would work with the Town Board, Town Supervisor, Town Highway Superintendent and Town counsel on the project.
