The City of Durham applied for funding from the Drinking Water State Revolving Fund (DWSRF) Bilateral Infrastructure Law (BIL) Lead Service Line Replacement (LSLR) Fund administered through the North Carolina Division of Water Infrastructure (NCDWI) to conduct water service line verifications in areas within the City's distribution system designated as disadvantaged based on North Carolina Department of Environmental Quality's (NCDEQ) Community Mapping System. This project will be done in support of the water service line inventory requirements of the EPA's Lead and Copper Rule Revision (LCRR) and Lead and Copper Rule Improvements (LCRI). The City has accepted an offer of funding from NCDWI in the amount of $1,000,000 to conduct water service line field verification via vacuum excavation (i.e., potholing) on publicly and privately-owned services. Within the City of Durham water distribution system, ownership of the water service line is generally delineated at the water meter with the City owning the service line upstream of the meter (to the water main) and the customer owning service line downstream of the meter (to the customer facility). This project will include service line verifications on both the public and private side of the water meter. Each meter site will require two verification excavations. Through this RFP, the City of Durham Department of Water Management (DWM) is soliciting a proposal from firms to complete approximately 1,000 water service line verifications in disadvantaged areas of the City's distribution system. The intent of this solicitation is to select a qualified contractor for water service line verifications based on qualifications and price. The City anticipates that at the conclusion of the RFP process, it will name a successful water service line verification contractor and negotiate a final contract based on the services detailed below that the City finds to be in its best interest. The contract and associated solicitation is subject to requirements for projects funded under the North Carolina DWSRF and the Federal BIL-LSLR Fund. It is recommended that Candidates thoroughly review the RFP appendices to ensure compliance as well as potential impacts to the cost proposal. Note, this is an inventory only, non-construction project. The Davis-Bacon and Related Acts (DBRA); American Iron and Steel provisions; and the Build America, Buy America Act (BABA) components apply to construction projects only. 40. Scope of Work. The City is soliciting a person or firm to conduct water service line verifications in accordance with the specifications included in Exhibit A of the template contract (Appendix 1).
