Bid Barn Road Street Improvements Barn Road, Lawrence Township, PA 16830 Lawrence Township. To access the electronic format set, Bidders must have a valid email address and will require an internet connection. All checks shall be made payable to the Redevelopment Authority of Clearfield County. Bidders must purchase the Bidding Documents (in either format) to be eligible to submit a Bid for this project. A certified check or bank draft payable to the order of Lawrence Township, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each Bid. Bidders must comply with all State anti bid-rigging regulations pertaining to work associated with this project and will be required to submit an executed Non-Collusion affidavit with the bid. Lawrence Township is utilizing federal funds for this project the following regulations apply: Title VI of the Civil Rights Act of 1964, P.L. 88-352 (42 U.S.C. 2000d et seq.), Davis Bacon Wage Determinations apply for Bids over $2,000, and HUD regulations at 24 CFR Part 1. Minority and Women Business Enterprise Plan (MBE/WBE) in accordance with Executive Orders 11625, 12138, and 12432 and Section 3 Action Plan in accordance with Title 24 Part 135 Code of Federal Regulations. As such, the bidders must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Bidders shall also comply with the Pennsylvania Prohibition of Illegal Alien Labor on Assisted Projects Act of May 11, 2006, P.L. 173 No. 43 as well as the Public Works Employment Verification Act. The Owner (Lawrence Township) reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Bids may be held by the Owner for up to 30 days from the date of opening for the purpose of reviewing the Bids and investigating the qualifications of Bidders prior to awarding the contract. The successful Bidder will be required to complete all work within 90 consecutive calendar days from, and including, the date indicated by the Owner in their written Notice to Proceed. The Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work and to award the contract as may be deemed in the best interest of the Owner.
