Solicitation Description: The Texas Water Development Board (TWDB) requests responses to this Request for Qualifications (RFQ) for the award of TWDB - EPA's 8th Drinking Water Infrastructure and Needs Survey and Assessment. The Project will include : o Assisting TWDB's participation in the Drinking Water Infrastructure and Needs Survey and Assessment (DWINSA) from initial preparations through the final review phase by Environmental Protection Agency (EPA). o Managing the submission of information, documentation for review and acceptance by EPA; reviews and responds to data modifications by EPA. SCOPE OF SERVICES REQUESTED The awarded Contractor(s) may be required to complete some or all of the following tasks: GENERAL A. Conduct and complete an assessment of capital improvement needs for all projects that are eligible under the DWSRF for assistance from the TWDB for TWDB designated large-sized systems. B. Obtain and submit documentation of the capital needs following EPA's DWINSA instructions. C. Research the appropriate PWS contacts to obtain survey data. D. Contact PWSs to obtain capital improvement data and explain the EPA's DWINSA process. E. Assist PWSs with completing surveys, to include walking systems through surveys, if necessary. Contact will involve phone calls, emails, and video conferences, depending on the needs of the PWS. F. Follow-up with PWSs to ensure maximum participation. G. Complete and submit any survey modifications. MEETINGS A. Prospective Contractor shall participate in a survey kickoff meeting with TWDB to: 1. Designate tasks 2. Clarify assignments 3. Coordinate schedule 4. Define procedures for document review B. Prospective Contractor shall attend project meetings throughout the project period on an as needed basis deemed by the TWDB. TRAINING A. Prospective Contractor shall provide training of project staff on the procedures for the DWINSA if the EPA has made changes in the DWINSA process from the prior survey. B. Prospective Contractor is expected to at minimum have the primary project manager participate in the EPA super-regional training in the event a training session is made available by EPA. PROJECT COORDINATION AND REPORTING A. Prospective Contractor shall provide a project manager to serve as the main interface with TWDB. Project must be managed by a person of adequate expertise in engineering planning projects, preferably with experience with the DWINSA process and experience with projects that are comparable in size and scope. B. Prospective Contractor shall propose an approach for project management in coordination with TWDB and the Reporting Department that is sufficient to ensure project success. C. Prospective Contractor shall assign a primary project manager. D. Prospective Contractor shall provide bi-weekly status reports that document activity on major tasks including facilities contacted/to be contacted; description of status of data gathering and data entry as applicable. E. Prospective Contractor shall provide any additional reporting during the data entry period, e.g., daily summary of entries. Deadline for Submitting Questions April 1, 2025, by 5:00p.m.CT
