Expand Existing Apron - Punxsutawney Airport The Authority reserves the right to waive any informalities in or reject any or all bids. The successful bidder will be required to start work within ten (10) calendar days after Notice to Proceed and to complete the work within the times specified in the Contract Agreement after the Notice to Proceed, with liquidated damages of $1,000.00 per calendar day for failure to complete the work on time. Notice to Proceed will be issued for construction during the 2025 construction season. Each bidder must submit with his proposal a bid security in an amount equal to at least ten percent (10%) of his bid. Said security shall be in the form and subject to the conditions given in the Instructions to Bidders. No bidder may withdraw his bid within ninety (90) days after the actual date of the opening. The successful bidder will be required to pay his employees at wage rate not less than those contained in the wage determination decisions of the United States Secretary of Labor. The bidders attention is called to Section 30, 31, 32, and 33 of the contract Special Provisions which contains bid requirements and EEO requirements for federal contracts. Attention is also directed to the requirement of the Special Provisions regarding Disadvantaged Business Enterprises as defined in 49 CFR Part 26. The bidder shall make good faith efforts, as defined in Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract (0.00) percent of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). All DBE firms used to meet this goal must be certified by the Pennsylvania Unified Certification Program (PA UCP). Certification as a DBE by the PA UCP is separate and distinct from other certification programs. The only source that should be used for verification of current eligibility of a DBE firm is the PA UCP website as online. Physical certification letters and/or expiration daters should not be requested from DBE firms. All bidders are requested to submit a list of all firms that provide them quotes with the following information: a) Name of firm b) Address and telephone number of firm c) DBE status/category (NAICS code, if any) -EO-380AV form must be completed for each DBE on the project d) Age of firm e) Approximate annual gross receipts of business f) Type of work g) Dollar amount of work quoted In the event that the bidder for this solicitation qualifies as a DBE, the contract goal shall be deemed to have been met. Individuals who are rebuttably presumed to be socially and economically disadvantaged include women, Blacks, Hispanics, Native Americans, Asian-Pacific Americans, and Asian-Indian Americans. The apparent successful competitor will be required to submit information concerning the DBE's that will participate in this contract. The information will include the name and address of each DBE, a description of the work to be performed by each named firm, and the dollar value of the contract. If the bidder fails to achieve the contract goal stated herein, it will be required to provide documentation demonstrating that it made good faith efforts in attempting to do so. A bid that fails to meet these requirements will be considered nonresponsive.
