Site work for a water / sewer project in Reserve, New Mexico. Completed plans call for site work for a water / sewer project.

1. Introduction: The USDA Forest Service Gila National Forest, Reserve Ranger District, Reserve, New Mexico, has a requirement for the replacement of two (2) septic systems - middle three (3) bedroom house on Reserve Ranger District and middle two (2) bedroom house. The Contractor shall provide all labor, materials, tools, equipment and vehicles, services, testing, supervision and miscellaneous items to transport to the site necessary to perform the work as described in the attached SOW. Location: Reserve Ranger Station 5 Smokey Bear Circle, P.O. Box 170, Reserve, New Mexico, 87830 All work shall be in accordance with the statement of work contained herein. No changes to the specifications, terms, or conditions of this Request for Quotations (RFQ) shall be made without the prior approval of the Contracting Officer in writing. The contractor is responsible for complying with all applicable regulations and obtaining all permits for this work. 2. Type of Award: As a result of this solicitation, the Government anticipates awarding a Firm Fixed-Price Construction Contract using Simplified Acquisition with Request for Quote (RFQ) format evaluated on Best Value/Tradeoff. NAICS code: 238220 - Plumbing, Heating, and Air-Conditioning Contractors Contractors is assigned to solicitation under Small Business Set-Aside ($19 million). PSC code Z1FA. In order to be eligible for award of a federal contract, potential vendors, at time of award, need to have an active registration in the System for Award Management (SAM) at https://sam.gov/content/home. 3. Basis for Award Best Value/Tradeoff: See Section M (last section of this document). The offerors will be evaluated on Price, Capability, and Past Performance. In order to remain in the competitive range, Offerors (Contractors) shall submit the Return Package with the requirements in Section M, Evaluation Factors. 4. How to submit your offer: Submit RFQ pages 4 through 6, and section K as your business (schedule of items) proposal. In a separate document, submit all the information requested in Section M as your technical proposal. Deadline for submission of offers shall be April 9, 2025, 2:00 p.m. MDT. Responses to the RFQ shall be sent to the Contracting Specialist. Response packages should be sent by email and should contain the Solicitation Number 127EAX25Q0002 in the subject line for the email. Site Visits (Optional): Site visit opportunities will be available on Thursday, March 27, 2025, and Friday, March 28, 2025. The site visit is not required; however, a site visit is strongly recommended prior to bidding the work. 6. Location: Reserve Ranger Station, 5 Smokey Bear Circle, P.O. Box 170, Reserve, New Mexico, 87830 Magnitude of project is between $25,000 and $100,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Period of Performance: 04/30/2025 to 10/30/2025 The contractor shall decommission and legally dispose of the existing septic systems for each respective building and replace each with a septic tank and a leach field. The contractor shall size the septic system (tank and leach field sizes) according to NMED standards (see appendix A and appendix B for layouts of the buildings as reference). As such, all demolition and construction must comply with New Mexico Environment Department (NMED) standards. Contractor is responsible for blue stake permitting, tools, labor, equipment, supplies, and any additional permitting as required. Demobilization: Remove all temporary facilities and equipment. Clean and restore staging areas to pre-construction condition. Dispose of waste materials (construction debris, unused supplies) in accordance with NMED standards as well as all applicable local and federal regulations. Perform a final site inspection with stakeholders to ensure restoration standards are met. Submit demobilization report to the client and relevant authorities.
