Site work and new construction of a mixed-use development in San Diego, California. Completed plans call for the construction of a 7,100-square-foot educational facility; and for site work for a 7,100-square-foot educational facility.
Prequalified Design-Build Proposers Description of Work: This project aims to complete the design and construction of a new multi-story facility at Scripps Institution of Oceanography. Projected at 7,100 sf, the facility will house laboratory space, with collaboration and office space above. Although not a requirement, the University would like to explore the possibility of mass timber construction, to demonstrate both Scripps' commitment to sustainability, and the viability of this construction method on campus, while still having a high-performing facility with low maintenance costs. The design scope includes program validation, the completion of schematic design, design development, construction documents, permitting phases and closeout. A Coastal Development Permit will be procured by the University, with the use of schematic-level design documentation provided by the Design-Builder. Proposal Security in the amount of 10% of the Stipulated Sum Base Proposal, excluding alternates, shall accompany each proposal. The surety issuing the Bid Bond shall be, on the proposal deadline, an admitted surety insurer (as defined in the California Code of Civil Procedure Section 995.120). The successful proposer will be required to have the following California contractor's license at the time of the proposal opening: B - General Building Contractor. All insurance policies required to be obtained by Design Builder shall be subject to approval by University for form and substance. All such policies shall be issued by a company rated by Best as A- or better with a financial classification of VIII or better, or have equivalent rating by Standard and Poor's or Moody's. STIPULATED SUM COST: $11,500,000 The work described in the contract is a public work subject to section 1771 of the California Labor Code. In addition, the University is committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services covered under the awarded agreement, subject to any and all applicable obligations under state and federal law, and University policies. The awarded proposer shall make best efforts to provide qualified SBEs and DVBEs with the maximum opportunity to participate. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Proposer may be required to show evidence of its equal employment opportunity policy. The successful Proposer and its subcontractors will be required to follow the nondiscrimination requirements set forth in the proposal documents and to pay prevailing wage at the location of the work. Contractors and subcontractors must use the DIR's upgraded electronic certified payroll reporting (eCPR) system to furnish certified payroll records (CPRs) to the Labor Commissioner. The successful Proposer shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage ($15 per hour) and shall comply with all applicable federal, state and local working condition requirements.
